4. Plann<strong>in</strong>g as Implemented <strong>in</strong> <strong>South</strong> Africa Today<br />

The appearance of new strategic documents rapidly made them obsolete. Indeed,<br />

start<strong>in</strong>g <strong>in</strong> 1996, the communes were obliged to elaborate Integrated Development<br />

Plans (IDPs). The IDP or “strategic programme plan” is the essential element <strong>in</strong> current<br />

strategic plann<strong>in</strong>g <strong>in</strong> <strong>South</strong> Africa. It must allow the municipality to compare, for the<br />

com<strong>in</strong>g five years, the city’s (economic, social, environmental, etc.) development<br />

objectives with the municipality’s f<strong>in</strong>ancial capacities. This document guides the<br />

municipality’s development decisions and br<strong>in</strong>gs them <strong>in</strong>to l<strong>in</strong>e with the city budget. The<br />

IDP also attempts to establish greater consistency between the various sectors of<br />

urban development, which are managed by different municipal departments. Each<br />

department is, what is more, <strong>in</strong> charge of elaborat<strong>in</strong>g a five-year sectoral plan that sets<br />

forth the major projects and l<strong>in</strong>es of development. These sectoral plans (such as the<br />

Hous<strong>in</strong>g Plan) are an <strong>in</strong>tegral part of the IDP.<br />

S<strong>in</strong>ce 2000, 34 each IDP must obligatorily be consolidated by a Spatial<br />

Development Framework (SDF). The SDF is a section of the IDP that must visualize<br />

and spatially project the city’s development. The notion of spatial strategic plann<strong>in</strong>g<br />

is therefore now present on the municipal scale. This measure is relatively recent and<br />

the prov<strong>in</strong>ces have an important role to play <strong>in</strong> provid<strong>in</strong>g the municipalities with f<strong>in</strong>ancial<br />

and technical support for the elaboration of their SDFs. The prov<strong>in</strong>ces thus ensure that<br />

the municipalities’ SDFs are <strong>in</strong> l<strong>in</strong>e with their Prov<strong>in</strong>cial Spatial Development Frameworks.<br />

Cape Town is currently elaborat<strong>in</strong>g its SDF and the document is currently undergo<strong>in</strong>g<br />

a participatory process. The city of Johannesburg has completed its SDF. In addition,<br />

as the country’s economic capital, Johannesburg rapidly felt the need to formalize<br />

development strategies. In 2001, the Joburg 2030 was approved. It is a long-term<br />

strategy focus<strong>in</strong>g ma<strong>in</strong>ly on the city’s economic development. The <strong>South</strong> <strong>African</strong> <strong>Cities</strong><br />

Network (SACN), an association that br<strong>in</strong>gs together the n<strong>in</strong>e biggest cities <strong>in</strong> <strong>South</strong><br />

Africa and produces reports on the urban situation and good practices, promotes the<br />

production, follow<strong>in</strong>g Johannesburg’s example, of long-term strategies called City<br />

Development Strategies (IDPs and SDFs are five-year plans). Most of the big cities <strong>in</strong><br />

<strong>South</strong> Africa are <strong>in</strong> the process of elaborat<strong>in</strong>g their City Development Strategies,<br />

<strong>in</strong>dependently of the national legal framework centred around IDPs.<br />
