8. The Limits of the Government’s Actions<br />

Plann<strong>in</strong>g Still Experimental<br />

In theory, the role of plann<strong>in</strong>g is to coord<strong>in</strong>ate and spatially project the various<br />

sectors and correspond<strong>in</strong>g departments. However, primarily because of apartheid,<br />

plann<strong>in</strong>g is struggl<strong>in</strong>g to f<strong>in</strong>d its place with<strong>in</strong> governments. Some metros are more<br />

<strong>in</strong>novative and <strong>in</strong>volved than others, such as the city of Ethekw<strong>in</strong>i that is spontaneously<br />

try<strong>in</strong>g to plan its development for the next seventy years and then relay this vision through<br />

the 5-year IDPs. In Johannesburg, the plann<strong>in</strong>g department has recently grown <strong>in</strong><br />

importance but is still hav<strong>in</strong>g trouble mobiliz<strong>in</strong>g and work<strong>in</strong>g with all the departments.<br />

Awkward Inter-Governmental Management<br />

The distribution of roles among the three spheres of government is extremely<br />

delicate. In 1994, responsibility for delivery was entrusted to the prov<strong>in</strong>ces because the<br />

local governments were still fragile. Today, decentralization cont<strong>in</strong>ues but there is still<br />

room for ambiguity. The subject of hous<strong>in</strong>g is one of the responsibilities whose contours<br />

are still fuzzy. Constitutionally, the prov<strong>in</strong>ces have jurisdiction but the local governments<br />

are <strong>in</strong> charge of implementation and land selection. The Break<strong>in</strong>g New Ground policy<br />

envisages shor<strong>in</strong>g up municipalities’ decision-mak<strong>in</strong>g power and proposes an<br />

accreditation process that allows responsibility to be transferred to municipalities at the<br />

request of the prov<strong>in</strong>ces and municipalities <strong>in</strong> question. In this way, determ<strong>in</strong><strong>in</strong>g each<br />

party’s roles is a delicate task and cooperation is difficult. This situation is even more<br />

marked <strong>in</strong> Cape Town where the municipal authorities belong to the Democratic Alliance<br />

while Western Cape Prov<strong>in</strong>ce (like all the prov<strong>in</strong>ces) is run by the ANC.<br />

Real Capacity Issues<br />

F<strong>in</strong>ally, the difficulty perhaps most difficult to overcome perta<strong>in</strong>s to questions of<br />

capacities and skills. All of the public sphere is hav<strong>in</strong>g difficulty hir<strong>in</strong>g. This situation<br />

is problematic <strong>in</strong> the municipalities as they are progressively be<strong>in</strong>g placed <strong>in</strong> charge of<br />

larger segments of public policies and are hav<strong>in</strong>g trouble mobiliz<strong>in</strong>g the necessary<br />

skills. The Black Economic Empowerment policy has, to a certa<strong>in</strong> degree, caused the<br />

flight of some white technical skills. In addition, the skills with<strong>in</strong> other populations, <strong>in</strong><br />

large part recently tra<strong>in</strong>ed, are often snatched up by the private sector. Thus, skills are<br />

rare with<strong>in</strong> municipalities and the staff often has trouble manag<strong>in</strong>g all the subjects. It<br />
