3. Urban Development Policies <strong>in</strong> a Unique Political and Institutional Context<br />

and can draft policy programmes that are then imposed upon all government<br />

departments so as to ensure overall and multi-sectoral implementation. The National<br />

Treasury is a division of the M<strong>in</strong>istry of F<strong>in</strong>ance and manages national government<br />

f<strong>in</strong>ances. It must ensure the budget is viable and to do so determ<strong>in</strong>es spend<strong>in</strong>g and<br />

the various subsidies granted, notably <strong>in</strong> regard to hous<strong>in</strong>g.<br />

Three Departments with Key Responsibilities for City Plann<strong>in</strong>g<br />

These are the Department of Hous<strong>in</strong>g, the Department of Prov<strong>in</strong>cial and Local<br />

Government, and the Department of Land Affairs. Other Departments have less central,<br />

collaborative roles: the Department of Transport, the Department of Public Service<br />

and Adm<strong>in</strong>istration, and the Department of Social Development.<br />

The Department of Hous<strong>in</strong>g<br />

Given the proactive policy s<strong>in</strong>ce 1994 favour<strong>in</strong>g the construction of hous<strong>in</strong>g for<br />

low-<strong>in</strong>come populations, the Department of Hous<strong>in</strong>g (DoH) is clearly beh<strong>in</strong>d most<br />

public spatial development actions <strong>in</strong> favour of the poorest. In other words, the<br />

Department of Hous<strong>in</strong>g’s programme makes up the lion’s share of public contract<strong>in</strong>g<br />

authority <strong>in</strong> the field of urban development. This is why the Department of Hous<strong>in</strong>g<br />

felt that it was its duty to expand its reflection to <strong>in</strong>clude the production of <strong>in</strong>tegrated<br />

urban spaces, and not merely focus on the provision of rudimentary hous<strong>in</strong>g. In<br />

2004, this led to the draft<strong>in</strong>g of the new national plan, the Comprehensive Hous<strong>in</strong>g<br />

Plan for the Development of Integrated Susta<strong>in</strong>able Human Settlement, also called<br />

Break<strong>in</strong>g New Ground.<br />

The Department of Prov<strong>in</strong>cial and Local Government<br />

The second department with crucial responsibilities <strong>in</strong> the government’s <strong>in</strong>fluence<br />

on the shape of cities and the creation of <strong>in</strong>tegrated liv<strong>in</strong>g spaces is the Department<br />

of Prov<strong>in</strong>cial and Local Government (DPLG). Its role is to create and apply all regulations<br />

that def<strong>in</strong>e the prov<strong>in</strong>cial and local governments’ <strong>in</strong>tervention modalities. It assists<br />

these governments and facilitates coord<strong>in</strong>ation between the three spheres of<br />

government. In terms of urban development, two of its programmes are of capital<br />

importance. The first is the <strong>in</strong>tegrated strategic plann<strong>in</strong>g programme for local<br />
