2. Current Challenges<br />

<strong>South</strong> Africa, especially s<strong>in</strong>ce Thabo Mbeki became president <strong>in</strong> 1999, has <strong>in</strong>teracted<br />

a lot with the rest of the world and gives great importance to ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g its <strong>in</strong>ternational<br />

visibility. The com<strong>in</strong>g soccer World Cup, which will be held <strong>in</strong> <strong>South</strong> Africa <strong>in</strong> 2010,<br />

is part of these efforts.<br />

F<strong>in</strong>ally, at the end of apartheid, the government set up a positive discrim<strong>in</strong>ation<br />

policy to foster employment among black populations and ensure the economic<br />

<strong>in</strong>tegration that they were denied under apartheid. This policy is called Black Economic<br />

Empowerment (BEE) and was recently modified to become Broad-Based Black<br />

Economic Empowerment (BBBEE). The BEE favoured <strong>in</strong> particular a black elite for jobs<br />

requir<strong>in</strong>g relatively high qualifications, and the BBBEE aims to foster the <strong>in</strong>sertion of black<br />

populations <strong>in</strong> all types of employment.<br />

2.1.3. Poverty and Unemployment<br />

These efforts to ensure <strong>in</strong>creas<strong>in</strong>g economic development were accompanied by<br />

considerable social measures. Among other th<strong>in</strong>gs, the amount of social spend<strong>in</strong>g<br />

<strong>in</strong> the state budget has risen s<strong>in</strong>ce 1994 <strong>in</strong> all areas: health, education, hous<strong>in</strong>g,<br />

personal services. Thanks to these actions, the number of households receiv<strong>in</strong>g basic<br />

services has risen (see the <strong>in</strong>crease <strong>in</strong> large <strong>South</strong> <strong>African</strong> cities <strong>in</strong> Graph 5).<br />
