9. Toward Greater Integration of Public Policy<br />

operations, municipalities must issue a call for tender open to SPCs and private<br />

development companies. It seems logical that the objectives will not be atta<strong>in</strong>ed <strong>in</strong> the<br />

same way, but it is up to the municipality to make that call <strong>in</strong> function of the specific<br />

situation and urban needs.<br />

Despite the hous<strong>in</strong>g-based approach mostly used by the government <strong>in</strong> how it builds<br />

liv<strong>in</strong>g spaces for needy populations, <strong>in</strong>itiatives to offer mixed-use solutions focus<strong>in</strong>g on<br />

the populations’ needs and on territorial coherency are emerg<strong>in</strong>g at various levels of<br />

government. This is happen<strong>in</strong>g thanks to the new direction <strong>in</strong> the national hous<strong>in</strong>g policy,<br />

but also thanks to <strong>in</strong>creased assumption of responsibility by the municipalities and the<br />

determ<strong>in</strong>ation to create <strong>in</strong>tegrated settlements.<br />
