This study is primarily <strong>in</strong>terested <strong>in</strong> public policies <strong>in</strong> terms of equity and urban<br />
landscapes allow<strong>in</strong>g all people to have acceptable modes of life. From this angle, the<br />
goal of urban plann<strong>in</strong>g for the government seems to be to reflect on the desired<br />
development of cities and, depend<strong>in</strong>g on the policy chosen, to <strong>in</strong>fluence it. To <strong>in</strong>fluence<br />
city development, the government can first def<strong>in</strong>e a strategy that is then used as a<br />
guidel<strong>in</strong>e for decisions by all actors. Then, it can establish land regulations so as to apply<br />
the urban development policy, both by elaborat<strong>in</strong>g a land strategy and reserv<strong>in</strong>g land<br />
for public policies and by guid<strong>in</strong>g and manag<strong>in</strong>g private <strong>in</strong>vestment. An improper<br />
shortcut would be to say that, for the moment, <strong>South</strong> Africa’s public authorities use<br />
plann<strong>in</strong>g to identify property and spatially direct public policies, but are not really<br />
develop<strong>in</strong>g a land management strategy. They have great difficulty direct<strong>in</strong>g private<br />
<strong>in</strong>vestment. Zon<strong>in</strong>g documents are still obsolete and do not at all support a territorial<br />
strategy. Numerous obstacles currently prevent plann<strong>in</strong>g from fulfill<strong>in</strong>g these objectives.<br />
It should be noted here that plann<strong>in</strong>g is a tool that is very often idealized and whose<br />
execution difficulties are shared by the entire country.<br />

5.1. Strategy Elaboration Is Tricky<br />
The lack of a national strategic framework address<strong>in</strong>g city development is<br />
obviously a handicap for the emergence of coord<strong>in</strong>ated local actions aim<strong>in</strong>g to plan urban<br />
landscapes. This expla<strong>in</strong>s the diversity of measures taken by the prov<strong>in</strong>ces and<br />
municipalities. However, as we have seen, it became mandatory for municipalities to<br />
establish development strategies (IDPs) near the end of the 1990s. The cities must,<br />
thereby, plan which <strong>in</strong>vestments to make and where; this allows for better coord<strong>in</strong>ation<br />
and more specific target<strong>in</strong>g of projects on struggl<strong>in</strong>g areas (Harrison et al., 2008).<br />
