9. Toward Greater Integration of Public Policy<br />

Hall, <strong>in</strong>itiated the elaboration of prec<strong>in</strong>ct plans for approximately twenty “challenged”<br />

zones <strong>in</strong> Johannesburg. Two types of zones are primarily studied: future urban hubs<br />

due to the arrival of public transit, and disadvantaged zones. These prec<strong>in</strong>ct plans are<br />

very detailed and make it possible to amend the current plann<strong>in</strong>g scheme (zon<strong>in</strong>g) rapidly.<br />

In addition, these documents then apply to all other sectoral departments<br />

(transportation, hous<strong>in</strong>g, the environment, economic development). In theory, the<br />

prec<strong>in</strong>ct plans are elaborated jo<strong>in</strong>tly with the other municipal departments. However,<br />

the various departments’ differ<strong>in</strong>g priorities and capability problems sometimes<br />

complicate coord<strong>in</strong>ation. Despite these difficulties, this <strong>in</strong>itiative reveals coord<strong>in</strong>ation<br />

between a transportation policy and settlement development with social objectives.<br />

9.3.5. Municipal Initiatives Managed and F<strong>in</strong>ancially Balanced by Private<br />

Promoters<br />

Several consequential public-private partnerships have recently emerged <strong>in</strong> the<br />

field of urban development. In Johannesburg, Cosmo City is a pilot project under<br />

Break<strong>in</strong>g New Ground and has received considerable media attention.<br />

“Cosmo City is the first fully <strong>in</strong>tegrated hous<strong>in</strong>g development <strong>in</strong> <strong>South</strong> Africa,<br />

provid<strong>in</strong>g hous<strong>in</strong>g for the full economic spectrum group <strong>in</strong> the same human settlement.”<br />

It is a partnership between the city of Johannesburg, Gauteng Prov<strong>in</strong>ce, and several<br />

private promoters <strong>in</strong>clud<strong>in</strong>g Basil Read Developments. The land was acquired by the<br />

government and then entrusted as a whole to the private sector to develop a mostly<br />

residential project for different categories of households. The aim was to re-house two<br />

<strong>in</strong>formal settlements located near Cosmo City, Zevenfonte<strong>in</strong> and Riverbend. Thus, one<br />

project is build<strong>in</strong>g the various forms of hous<strong>in</strong>g offered by the government: BNG<br />

houses, credit-l<strong>in</strong>ked houses, bonded houses and social hous<strong>in</strong>g.<br />

All the types of hous<strong>in</strong>g are represented but they are grouped by category and the<br />

various blocks are separated by roads and green spaces. Comb<strong>in</strong><strong>in</strong>g the various types<br />

of hous<strong>in</strong>g and see<strong>in</strong>g project management be carried throughout the territory and<br />

duration of the project by one private actor is a noteworthy <strong>in</strong>novation <strong>in</strong> how spaces<br />

are created for low-<strong>in</strong>come populations. In this way, the promoter can generate cross-<br />
