9. Toward Greater Integration of Public Policy<br />

concrete objectives <strong>in</strong>clud<strong>in</strong>g clarify<strong>in</strong>g exist<strong>in</strong>g programmes, develop<strong>in</strong>g municipal<br />

capacities, and coord<strong>in</strong>ation among the various sectoral departments. The municipality<br />

of Tshwane (Pretoria) has also wished to apply BNG’s pr<strong>in</strong>ciples: this has lead to the<br />

elaboration of a strategy that is not yet be<strong>in</strong>g implemented because it is <strong>in</strong>novative and<br />

too difficult to <strong>in</strong>tegrate <strong>in</strong> the municipal teams’ operations.<br />

Generally speak<strong>in</strong>g, BNG proposes to diversify the use of current hous<strong>in</strong>g production<br />

tools and improve them. To do so, it created new mechanisms such as the<br />

Restructur<strong>in</strong>g Grants and the Restructur<strong>in</strong>g Zones for social hous<strong>in</strong>g, the generalization<br />

of <strong>in</strong>-situ upgrad<strong>in</strong>g for <strong>in</strong>formal hous<strong>in</strong>g. But above all, BNG made it possible to<br />

dissem<strong>in</strong>ate widely among all public actors a criticism of past policies and pr<strong>in</strong>ciples<br />

for harmonious and more calculated urban development.<br />

9.1.2. Inclusionary Hous<strong>in</strong>g<br />

The Department of Hous<strong>in</strong>g is currently work<strong>in</strong>g to draft a policy that seeks to<br />

foster social diversity, the Inclusionary Hous<strong>in</strong>g Policy. This policy advocates the<br />

development of residential zones for a wider variety of households. Two new <strong>in</strong>struments<br />

are proposed. The first mechanism is <strong>in</strong>centive <strong>in</strong> nature and relies on <strong>in</strong>itiative by the<br />

government that decides to make public land available and asks a private promoter to<br />

develop a residential project that <strong>in</strong>cludes a high percentage of affordable hous<strong>in</strong>g (for<br />

ownership or rental). The second mechanism is regulatory <strong>in</strong> nature and obliges, via<br />

development rights and zon<strong>in</strong>g, all promoters of residential zones to <strong>in</strong>clude a m<strong>in</strong>imum<br />

(between 10% and 30%) of affordable hous<strong>in</strong>g. It is still only a draft policy that relies,<br />

notably for the regulatory provision, on the draft of the Land Use Management Act<br />

currently under revision.<br />

France also has a regulatory obligation <strong>in</strong> regard to social hous<strong>in</strong>g. Each commune<br />

must have a territory-wide total of at least 20% social hous<strong>in</strong>g. This way of impos<strong>in</strong>g<br />

social diversity differs from <strong>in</strong>clusionary hous<strong>in</strong>g <strong>in</strong> that it applies on the scale of the<br />

commune. It is up to the municipality to determ<strong>in</strong>e a strategy to atta<strong>in</strong> this 20% social<br />

hous<strong>in</strong>g and decide how and where it wants to develop it. One should also note that<br />

some communes come closer to 60% or 70% social hous<strong>in</strong>g, such as the city of<br />

Trappes <strong>in</strong> the Yvel<strong>in</strong>es department southwest of Paris, while other communes still have<br />

less than 20%.<br />
