9. Toward Greater Integration of Public Policy<br />

develop<strong>in</strong>g urban development <strong>in</strong>itiatives that are <strong>in</strong>tegrated <strong>in</strong> all mean<strong>in</strong>gs of the<br />

word. Here are some of these <strong>in</strong>itiatives, 54 presented accord<strong>in</strong>g to the level of government<br />

concerned.<br />

9.1. An Increas<strong>in</strong>gly Favourable National Framework<br />

When apartheid ended, the government of <strong>South</strong> Africa wished to set up relatively<br />

ambitious programmes to favour populations that had suffered dur<strong>in</strong>g apartheid and<br />

be able to completely modify the way cities developed. Fourteen years after the end<br />

of apartheid, development schemas have not lived up to expectations <strong>in</strong> regard to the<br />

<strong>in</strong>tegration of low-<strong>in</strong>come populations <strong>in</strong> cities. As soon as the major public policy<br />

decisions were made, criticisms emerged from university researchers, th<strong>in</strong>k tanks,<br />

and NGOs. It is <strong>in</strong>terest<strong>in</strong>g to see that <strong>in</strong> <strong>South</strong> Africa the world of research and the<br />

government <strong>in</strong>teract heavily, and that governments often call on academia to evaluate<br />

and improve their public policies. 55 For several years now, the first results of public policies<br />

have been visible and can be analyzed. For this reason, we are now see<strong>in</strong>g a new<br />

dynamic with<strong>in</strong> the government authorities who are seek<strong>in</strong>g to learn the lessons from<br />

past years.<br />

9.1.1. Break<strong>in</strong>g New Ground<br />

Despite the lack of a national urban policy, urban stakes can clearly be seen <strong>in</strong><br />

<strong>in</strong>tellectual debate and show through <strong>in</strong> other policies. One must first mention, yet aga<strong>in</strong>,<br />

Break<strong>in</strong>g New Ground (BNG), a Department of Hous<strong>in</strong>g <strong>in</strong>itiative that aims to produce<br />

liv<strong>in</strong>g spaces and not merely hous<strong>in</strong>g. BNG <strong>in</strong>sists on the importance of develop<strong>in</strong>g rental<br />

solutions, creat<strong>in</strong>g more social facilities, and densify<strong>in</strong>g human settlements. In some<br />

prov<strong>in</strong>ces, BNG has been transposed on the prov<strong>in</strong>cial level <strong>in</strong> the form of more<br />

operational documents. Western Cape Prov<strong>in</strong>ce has drafted Isidama, a document<br />

apply<strong>in</strong>g the pr<strong>in</strong>ciples <strong>in</strong> BNG to Western Cape Prov<strong>in</strong>ce. Isidama proposes eight<br />
