Develop Liv<strong>in</strong>g Spaces for<br />

<strong>Poor</strong> <strong>Populations</strong><br />

Successfully <strong>in</strong>tegrat<strong>in</strong>g struggl<strong>in</strong>g populations <strong>in</strong> society is an <strong>in</strong>tegral part of the<br />

government’s mission. In order to <strong>in</strong>tegrate poor populations <strong>in</strong> the city and allow them<br />

access to basic utilities, the government can <strong>in</strong>tervene is several ways. Plann<strong>in</strong>g the<br />

urban landscape and reflect on population settlements is one way to anticipate and allow<br />

balanced and egalitarian city development. This corresponds to tak<strong>in</strong>g action upstream<br />

by spatially visualiz<strong>in</strong>g the challenges and meet<strong>in</strong>g them while tak<strong>in</strong>g <strong>in</strong>to account the<br />

various urban functions. The government can also become operationally <strong>in</strong>volved <strong>in</strong><br />

build<strong>in</strong>g suitable liv<strong>in</strong>g spaces for low-<strong>in</strong>come populations — that is to say<br />

allow<strong>in</strong>g access to essential services, jobs and other regular activities. The <strong>South</strong><br />

<strong>African</strong> authorities aim to <strong>in</strong>sert disadvantaged populations <strong>in</strong> the urban fabric as best<br />

as possible; determ<strong>in</strong>ation to do so was <strong>in</strong>itiated at the end of apartheid. This is<br />

particularly important because it corresponds to a dynamic of support<strong>in</strong>g historically<br />

disadvantaged populations.<br />
