8.1. The Weaknesses of the Hous<strong>in</strong>g Delivery Approach<br />
In regard to the presentation of <strong>South</strong> Africa’s hous<strong>in</strong>g policy, it is undeniable that<br />
the government of <strong>South</strong> Africa wants to provide needy populations with hous<strong>in</strong>g and,<br />
to a certa<strong>in</strong> extent, is do<strong>in</strong>g so. The post-apartheid policies have made it possible to<br />
provide roofs and access to essential services to a very large number of households.<br />
However, the developments that have been made — that is to say primarily forms of<br />
hous<strong>in</strong>g built by the government for poor populations — have def<strong>in</strong>ite <strong>in</strong>conveniences.<br />
They do not help accomplish the government’s goal of build<strong>in</strong>g post-apartheid cities,<br />
that is to say cities that are accessible for all and <strong>in</strong>tegrate the various populations with<strong>in</strong><br />
the urban landscape. Follow<strong>in</strong>g the self-criticism and assessment of the hous<strong>in</strong>g policy<br />
and then the official publication of Break<strong>in</strong>g New Ground, the Department of Hous<strong>in</strong>g<br />
now advocates the construction of liv<strong>in</strong>g spaces and not merely hous<strong>in</strong>g.<br />

8.1.1. A Hous<strong>in</strong>g Supply that Does Not Meet All Needs<br />
One limitation concerns the hous<strong>in</strong>g policy as such, that is to say the production<br />
of hous<strong>in</strong>g solutions. Indeed, the various types of hous<strong>in</strong>g offered by the government<br />
do not make it possible to meet all needs. The fact that each household earn<strong>in</strong>g less<br />
