The author Fanny Hervé, an engineering student at the Corps des Ponts et Chaussées, conducted a research internship at AFD on urban development in South Africa which led to the present book. After a six-month internship in Cambodia in the framework of cooperation between Paris and Phnom Penh, she will finish her studies with the specialized master’s degree in development and urban contracting authority delivered by the École Nationale des Ponts et Chaussées.
