redistributive because better targeted and more flexible, but it can also have unwanted effects<br />
such as, for example, push<strong>in</strong>g up rents.<br />
Social hous<strong>in</strong>g is currently encounter<strong>in</strong>g a f<strong>in</strong>anc<strong>in</strong>g problem l<strong>in</strong>ked, among other<br />
th<strong>in</strong>gs, to state withdrawal. Government subsidies to f<strong>in</strong>ance operations are progressively<br />
dropp<strong>in</strong>g, and social hous<strong>in</strong>g operators are f<strong>in</strong>d<strong>in</strong>g it more and more difficult to ma<strong>in</strong>ta<strong>in</strong><br />
f<strong>in</strong>ancial balance.<br />
The Major Difference <strong>in</strong> Social Hous<strong>in</strong>g<br />
The system of social rental hous<strong>in</strong>g <strong>in</strong> France is very different from the <strong>South</strong> <strong>African</strong><br />
system because it is the government’s pr<strong>in</strong>cipal response <strong>in</strong> favour of needy populations.<br />
Social rental hous<strong>in</strong>g <strong>in</strong> <strong>South</strong> Africa is more marg<strong>in</strong>al, as the home ownership solutions<br />
are favoured <strong>in</strong> the majority. The French system has existed for a long time and benefits<br />
from a production and f<strong>in</strong>anc<strong>in</strong>g mechanism that is quasi-<strong>in</strong>dustrial and automatic. What<br />
is more, the French system relies <strong>in</strong> part on <strong>in</strong>dividual assistance, which does not exist <strong>in</strong><br />
<strong>South</strong> Africa for hous<strong>in</strong>g.<br />
7.5. Slum Management: A Crucial Stake<br />
In <strong>South</strong> Africa, one of the major challenges for public policies aim<strong>in</strong>g to <strong>in</strong>tegrate<br />
poor populations is <strong>in</strong>formal hous<strong>in</strong>g. Despite the government’s efforts to produce<br />
hous<strong>in</strong>g for struggl<strong>in</strong>g populations, shantytowns have cont<strong>in</strong>ued to grow. The <strong>South</strong><br />
<strong>African</strong> government’s position on <strong>in</strong>formal settlements is relatively ambiguous and<br />
vacillates between eradication and <strong>in</strong>-situ improvement. The full range of hous<strong>in</strong>g<br />
solutions described above is used to respond to households liv<strong>in</strong>g <strong>in</strong> highly unsanitary<br />
conditions and extreme poverty. Several texts and pr<strong>in</strong>ciples govern public action <strong>in</strong><br />
regard to these <strong>in</strong>formal settlements: the right to decent hous<strong>in</strong>g, the prohibition on<br />
expuls<strong>in</strong>g and forcibly displac<strong>in</strong>g populations, the government’s responsibility for safety<br />
conditions, and the provision of emergency hous<strong>in</strong>g. The Break<strong>in</strong>g New Ground<br />
programme proposes a new national plan of action for <strong>in</strong>formal hous<strong>in</strong>g, the Informal<br />
Settlement Upgrad<strong>in</strong>g Programme (ISUP). This programme takes full measure of<br />
the phenomenon and recommends determ<strong>in</strong>ed action to improve the situation. The<br />
