8. The Limits of the Government’s Actions<br />
of land. This sectoral policy leads to a division of tasks and a lack of coord<strong>in</strong>ation among<br />
the various sectors: education, health, green spaces, the economy, transportation,<br />
hous<strong>in</strong>g, plann<strong>in</strong>g. Functional diversity is therefore difficult to atta<strong>in</strong> <strong>in</strong> construction<br />
projects.<br />
It is <strong>in</strong>terest<strong>in</strong>g to note that this hous<strong>in</strong>g-based approach is <strong>in</strong> part due to the<br />
history of <strong>South</strong> Africa but also to the fact that hous<strong>in</strong>g is often seen by both the<br />
government and the population as a national priority. In 2006, the M<strong>in</strong>istry of Hous<strong>in</strong>g<br />
and <strong>Cities</strong> <strong>in</strong> France developed a Pacte National pour le Logement (national pact<br />
for hous<strong>in</strong>g), which bears witness to the importance of hous<strong>in</strong>g issues, sometimes<br />
tackled <strong>in</strong>dependently of the other fields of public action.<br />
8.1.3. Limited Economic Integration<br />
For needy populations, one consequence of this hous<strong>in</strong>g-based response is the lack<br />
of economic <strong>in</strong>tegration possibilities on the spatial level. Indeed, with the exception of<br />
the build<strong>in</strong>gs renovated <strong>in</strong> city centres by social hous<strong>in</strong>g <strong>in</strong>stitutions, the hous<strong>in</strong>g<br />
solutions offered by the government are located <strong>in</strong> outly<strong>in</strong>g areas, notably because of<br />
the availability of public land <strong>in</strong> relatively poor locations. Thus, social construction<br />
projects are very little diverse socially, and are not really <strong>in</strong>tegrated <strong>in</strong>to the urban fabric.<br />
Generally speak<strong>in</strong>g, and even though this is chang<strong>in</strong>g, the hous<strong>in</strong>g actors do not seek<br />
locations near job bas<strong>in</strong>s or reflect <strong>in</strong> terms of accessibility and transportation. Given<br />
the lack of public transit <strong>in</strong> <strong>South</strong> Africa, social hous<strong>in</strong>g zones can only be reached by<br />
collective taxis, and travel times can be long. This same error was made with the<br />
politique des grand ensembles <strong>in</strong> France. In order to remedy this, several policies were<br />
established and several actions taken. When it comes to proximity to job bas<strong>in</strong>s, we<br />
can cite the Zones Franches Urba<strong>in</strong>es (ZFUs, urban free zones). They are struggl<strong>in</strong>g<br />
neighbourhoods that are classified as ZFUs to attract bus<strong>in</strong>esses. If a company decides<br />
to move to a ZFU, it can receive considerable tax <strong>in</strong>centives. Another primordial l<strong>in</strong>e <strong>in</strong><br />
the urban renovation policy, currently carried by the <strong>Agence</strong> Nationale de la Rénovation<br />
Urba<strong>in</strong>e (national urban renovation agency), is transportation and the accessibility of<br />
sensitive neighbourhoods. Considerable efforts are underway to makes these<br />
neighbourhoods accessible, <strong>in</strong>crease roads, and extend public transit l<strong>in</strong>es (buses,<br />
tramways).<br />
