8. The Limits of the Government’s Actions<br />
dur<strong>in</strong>g apartheid, and this is why local governments were able to rema<strong>in</strong> an important<br />
level <strong>in</strong> the post-apartheid strategy. However, after the end of the 1990s, most decisionmak<strong>in</strong>g<br />
and <strong>in</strong>vestment powers were entrusted to the national and prov<strong>in</strong>cial<br />
departments. Responsibility for hous<strong>in</strong>g delivery is, what is more, currently managed<br />
by the prov<strong>in</strong>ces. Indeed, start<strong>in</strong>g <strong>in</strong> the early 1990s, the municipalities entered a<br />
transitional period. Many municipalities encounter budget problems, notably<br />
Johannesburg that went bankrupt <strong>in</strong> 1997 and was consequently restructured and<br />
entrusted a large part of its services to municipal companies so as to separate<br />
operations and ensure healthy balance sheets. The status of local governments only<br />
became official <strong>in</strong> government documents <strong>in</strong> 1998, <strong>in</strong> the White Paper on Local<br />
Government (Department of Prov<strong>in</strong>cial and Local Government, 1998) and the Municipal<br />
Structures Act (1998). Throughout this period, the municipalities had ambiguous<br />
responsibilities, hav<strong>in</strong>g to rebuild post-apartheid cities while sometimes be<strong>in</strong>g seen only<br />
as a level of implementation. In 2000, the Integrated Development Plans were set<br />
up to allow local authorities to plan and manage all of their activities. Thus, there is still<br />
no post-apartheid tradition of truly guid<strong>in</strong>g urban development on city scale, and the<br />
metros seem to be assum<strong>in</strong>g this role progressively. The authorities of Ethekw<strong>in</strong>i (known<br />
under the name of Durban) are fully <strong>in</strong>vested <strong>in</strong> tak<strong>in</strong>g on this responsibility. The city of<br />
Johannesburg shows the same determ<strong>in</strong>ation and is putt<strong>in</strong>g it <strong>in</strong>to practice <strong>in</strong> a still mixed<br />
manner as can be seen with the hir<strong>in</strong>g of Philip Harisson, formerly a very renowned<br />
researcher, as the head of the Plann<strong>in</strong>g Department. This type of <strong>in</strong>itiative is tak<strong>in</strong>g longer<br />
<strong>in</strong> some cities, and is generally compromised by electoral changes that slow plann<strong>in</strong>g<br />
over time.<br />

A Sectoral Approach<br />
In the national logic of post-apartheid catch-up, the various sectors are clearly<br />
separate, and objectives are announced <strong>in</strong> terms of service delivery. This same<br />
sectoral division can be found on municipal scale. The municipalities’ various<br />
departments are placed <strong>in</strong> charge of deliver<strong>in</strong>g a certa<strong>in</strong> quantity of services and f<strong>in</strong>d<br />
themselves conf<strong>in</strong>ed to their numerical objectives. This search for quantitative<br />
performance does not facilitate coord<strong>in</strong>ation among the various sectors. The funds<br />
from national and prov<strong>in</strong>cial governments also come through sectoral channels.<br />
Depend<strong>in</strong>g on the city, the IDPs have slightly attenuated this sectoral approach but<br />
synchronization and shar<strong>in</strong>g objectives are still very difficult to atta<strong>in</strong>.<br />
