7. Access to Hous<strong>in</strong>g: The Ma<strong>in</strong> End Goal of Urban Development Policies<br />

phenomenon. This programme does not only tackle hous<strong>in</strong>g, but also speaks of<br />

eradicat<strong>in</strong>g poverty and proposes grouped solutions for entire settled communities.<br />

Indeed, not all the households earn<strong>in</strong>g less than 3,500 rand per month and liv<strong>in</strong>g <strong>in</strong><br />

<strong>in</strong>formal hous<strong>in</strong>g are eligible for the RDP house subsidies. 45 In this way, the programme<br />

proposes improvement projects focus<strong>in</strong>g on given geographic zones. It also<br />

<strong>in</strong>sists heavily on the need to ma<strong>in</strong>ta<strong>in</strong> social ties as much as possible by keep<strong>in</strong>g<br />

households <strong>in</strong> place. Pilot projects have been launched <strong>in</strong> each region to test these<br />

pr<strong>in</strong>ciples for improv<strong>in</strong>g <strong>in</strong>formal hous<strong>in</strong>g. This subject is highly controversial because<br />

of the forced re-hous<strong>in</strong>g and displacements, and it is still difficult to determ<strong>in</strong>e what<br />

impact the programme will have. Although on a different scale, Reunion Island must<br />

face the same challenge. To meet the challenge, the municipalities on Reunion Island<br />

can launch slum clearance operations (SC operations), implemented <strong>in</strong> the vast<br />

majority of cases by public development companies. These slum clearance operations<br />

consists of draw<strong>in</strong>g the borders of an <strong>in</strong>formal settlement and improv<strong>in</strong>g hous<strong>in</strong>g<br />

conditions for all the households liv<strong>in</strong>g with<strong>in</strong> the borders. The project team is<br />

multidiscipl<strong>in</strong>ary and <strong>in</strong>cludes one or several social affairs agents <strong>in</strong> charge of meet<strong>in</strong>g<br />

with all the <strong>in</strong>habitants and identify<strong>in</strong>g f<strong>in</strong>ancial possibilities and re-hous<strong>in</strong>g desires. In<br />

so far as possible, the households are re-housed, if they wish, on site <strong>in</strong> social hous<strong>in</strong>g<br />

build<strong>in</strong>gs or <strong>in</strong> progressive social hous<strong>in</strong>g (LES). The success of these operations<br />

depends on the dialogue with the <strong>in</strong>habitants and the possibility for conserv<strong>in</strong>g, even<br />

<strong>in</strong>creas<strong>in</strong>g, diversity and settlement density with build<strong>in</strong>gs. The f<strong>in</strong>anc<strong>in</strong>g of such<br />

operations, which are by def<strong>in</strong>ition not profitable, is covered <strong>in</strong> part by government<br />

subsidies and also by the municipality.<br />

7.6. In Parallel, Private Hous<strong>in</strong>g Production<br />

The government considerably shapes the urban landscape through its hous<strong>in</strong>g policy<br />

for struggl<strong>in</strong>g populations. Private promoters also heavily <strong>in</strong>fluence the urban<br />

development of cities and are but little constra<strong>in</strong>ed by the municipalities, notably for<br />

f<strong>in</strong>ancial reasons. Indeed, whether for residences for wealthy populations or for premises<br />

for economic and commercial activities, large-scale private developments are emerg<strong>in</strong>g<br />

and benefit only rarely the settlements built by the government for low-<strong>in</strong>come<br />
