Public Policies on Hous<strong>in</strong>g and Urban Integration <strong>in</strong> <strong>South</strong> Africa<br />
For some, this observation is the consequence of new <strong>South</strong> Africa’s found<strong>in</strong>g<br />
compromise and a hybrid governance that works <strong>in</strong> favour of the most advantaged<br />
and market forces, and feeds urban fragmentation (Bond, 2003). For others, hybrid<br />
governance, a sort of <strong>in</strong>-between process, is not <strong>in</strong> and of itself a vector of division<br />
and could encourage progressive management provided that the spheres of<br />
government rely on an <strong>in</strong>novative vision that comb<strong>in</strong>es social justice and the urban<br />
landscape and use the exist<strong>in</strong>g regulatory tools, comb<strong>in</strong><strong>in</strong>g them <strong>in</strong> an efficient multilevel<br />
system to counter the forces of dislocation or elim<strong>in</strong>ate their effects (Bora<strong>in</strong>e et<br />
al., 2006; van Donk et al., 2008).<br />
Diversify to Integrate?<br />

Where are we <strong>in</strong> April 2009? The central government is, first of all, <strong>in</strong> search of the<br />
f<strong>in</strong>ancial means to deal with the most urgent issues, try<strong>in</strong>g to keep up with a worsen<strong>in</strong>g<br />
hous<strong>in</strong>g deficit. The Department of Hous<strong>in</strong>g’s budget has doubled <strong>in</strong> the space of five<br />
years, from 4.8 billion rand <strong>in</strong> 2004 to 9 billion rand <strong>in</strong> 2007/2008 and 10.7 billion rand<br />
<strong>in</strong> 2008/2009, with 12.7 billion planned for 2009/2010 and 15.3 billion for 2010/2011.<br />
But all the audits show that these sums are <strong>in</strong>sufficient, s<strong>in</strong>ce the 2008-2009 budget<br />
only allows for the construction of 266 thousand hous<strong>in</strong>g units. Accord<strong>in</strong>g to a 2006<br />
audit, it would take 120 billion rand by 2012 to fully restructure the squatter camps, <strong>in</strong>stall<br />
transit l<strong>in</strong>es and cont<strong>in</strong>ue to produce subsidized hous<strong>in</strong>g <strong>in</strong> sufficient amounts. However,<br />
the problem cannot be reduced to the f<strong>in</strong>ancial sums at play, and reflection is needed<br />
on the content and mean<strong>in</strong>g of public action.<br />
In regard to content, two <strong>in</strong>itiatives were taken <strong>in</strong> 2008. To attempt to resolve the<br />
acute land issue, the Hous<strong>in</strong>g Bill approved <strong>in</strong> May 2008 opened the door to the<br />
creation of a national agency, the Hous<strong>in</strong>g Development Agency. It would have two<br />
missions: acquir<strong>in</strong>g land, and reduc<strong>in</strong>g project approval times. In addition, the M<strong>in</strong>ister<br />
of Hous<strong>in</strong>g presented a bill to the National Council of Prov<strong>in</strong>ces aim<strong>in</strong>g to quell all<br />
illegal settlement. The local authorities formulated strong opposition to both <strong>in</strong>itiatives.<br />
A long road rema<strong>in</strong>s to be travelled to oil the wheels of vertical governance, make the<br />
multi-level government system work effectively, and br<strong>in</strong>g to life the Intergovernmental<br />
Relations Framework Act of 2005, which promotes the negotiation of <strong>in</strong>tergovernmental<br />
agreements and def<strong>in</strong>es conflict resolution procedures. These <strong>in</strong>itiatives do not remove<br />
