All <strong>in</strong> all, <strong>the</strong>re is no clear overview of ‘<strong>the</strong> organised citizen’, so<br />

that <strong>the</strong> views of citizens are <strong>in</strong>creas<strong>in</strong>gly becom<strong>in</strong>g difficult to gauge as<br />

guidel<strong>in</strong>es for government action and for <strong>the</strong>se civil society organisations,<br />

especially when it comes to eu policy.<br />

5.3 civil society <strong>in</strong>volvement <strong>in</strong> eu policy <strong>in</strong> <strong>the</strong><br />

ne<strong>the</strong>rlands<br />

5.3.1 <strong>the</strong> logic of civil society action and <strong>the</strong> effects of<br />

sectoral ‘segmentation’<br />

Civil society organisations derive <strong>the</strong>ir validity from <strong>the</strong> representation of<br />

specific <strong>in</strong>terests, by represent<strong>in</strong>g specific groups and op<strong>in</strong>ions <strong>in</strong> society<br />

or by contribut<strong>in</strong>g to <strong>the</strong> solution of specific social problems. However,<br />

when it comes to <strong>the</strong> adoption of Dutch eu policy, <strong>the</strong>se functions are only<br />

apparent to a limited extent. The <strong>in</strong>volvement of Dutch organisations <strong>in</strong><br />

<strong>the</strong> decision mak<strong>in</strong>g process is m<strong>in</strong>imal and <strong>the</strong> eu and eu policy are rarely<br />

an <strong>in</strong>herent motive for <strong>the</strong>ir actions. Recent research on <strong>the</strong> role of civil<br />

society organisations <strong>in</strong> <strong>the</strong> <strong>Europe</strong>an decision mak<strong>in</strong>g process at <strong>the</strong><br />

national level has however shown that <strong>the</strong>se organisations are mobilised<br />

when <strong>the</strong>ir specific objectives and <strong>in</strong>terests are at stake (Beyers 2002).<br />

In o<strong>the</strong>r words, civil society organisations usually only participate <strong>in</strong> eu<br />

policy debates when <strong>the</strong>y determ<strong>in</strong>e that it would be useful for <strong>the</strong>ir own<br />

objectives and activities (Van den Berg and Brandsen 2007: 31). Thus, for<br />

an accurate assessment of <strong>the</strong> potential of civil society as a l<strong>in</strong>k <strong>in</strong> improv<strong>in</strong>g<br />

<strong>the</strong> legitimisation of eu policy it is both essential to understand and<br />

to focus on <strong>the</strong> motivations and priorities of <strong>the</strong> organisations operat<strong>in</strong>g<br />

with<strong>in</strong> it.<br />

However, <strong>in</strong> practice civil society organisations are by no means always<br />

actually <strong>in</strong>volved <strong>in</strong> national eu policy, even when <strong>the</strong>re are substantive<br />

reasons for do<strong>in</strong>g so. The sectoral segmentation referred to <strong>in</strong> <strong>the</strong> previous<br />

section is a complicat<strong>in</strong>g factor, as illustrated by <strong>the</strong> situation surround<strong>in</strong>g<br />

<strong>the</strong> <strong>Europe</strong>an Commission <strong>in</strong>itiatives <strong>in</strong> relation to Services of General<br />

Economic Interest. In 2003, <strong>the</strong> Commission published a Green Paper on<br />

<strong>the</strong>se services and began a broad public consultation round <strong>in</strong> which (relevant)<br />

<strong>in</strong>terested parties were able to adopt a position on <strong>the</strong> desirability and<br />

content of <strong>the</strong> topic. This was also highly relevant for Dutch civil society,<br />

because many organisations fulfil a function <strong>in</strong> <strong>the</strong> provision of public<br />

services; any market regulation by <strong>the</strong> eu <strong>in</strong> this doma<strong>in</strong> would <strong>the</strong>refore<br />

have a direct <strong>in</strong>fluence on <strong>the</strong>ir position and function<strong>in</strong>g. However, <strong>the</strong><br />

total number of responses to this consultation round was fairly low (281);
