streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> legitimacy of dutch eu policy: conclusions and recommendations<br />
Therefore, politicians and policy makers can no longer allow <strong>the</strong> content of<br />
eu policy to be determ<strong>in</strong>ed exclusively by specialists. By <strong>the</strong> same token,<br />
however, <strong>the</strong>y cannot absolve <strong>the</strong>mselves of <strong>the</strong>ir responsibilities by<br />
hid<strong>in</strong>g beh<strong>in</strong>d <strong>the</strong> views of <strong>the</strong> Dutch public. Citizens’ views on eu policy<br />
cannot be <strong>in</strong>ferred directly from op<strong>in</strong>ion polls or focus groups (Tiemeijer<br />
2006). As <strong>in</strong> <strong>the</strong> case of <strong>the</strong> Constitutional Treaty, <strong>the</strong>se views are often<br />
superficial and vague. Above all, however, <strong>the</strong>y cannot simply be translated<br />
<strong>in</strong>to concrete policy programs just like that. This is all <strong>the</strong> more <strong>the</strong> case<br />
when it comes to complex issues of eu policy which are often distant from<br />
daily life and experience. The Treaty revision process is – aga<strong>in</strong> – illustrative<br />
<strong>in</strong> this respect. Citizens did not have a prepared concrete action plan<br />
when it came to <strong>the</strong> review of <strong>the</strong> basic eu treaties. Although <strong>the</strong>y might<br />
desire a ‘better’ <strong>Europe</strong> which is not a ‘superstate’, what that means or how<br />
that should be shaped is up to politicians. In short, <strong>in</strong> an eu that is becom<strong>in</strong>g<br />
<strong>in</strong>creas<strong>in</strong>gly political, politicians have a greater responsibility to take<br />
<strong>the</strong> political lead, but <strong>the</strong>y must shape that responsibility with<strong>in</strong> <strong>the</strong><br />
mandate of <strong>the</strong> electorate. And yet it is precisely that mandate which <strong>the</strong>y<br />
appear to have lost.<br />
National politicians and policy makers must <strong>the</strong>refore tap <strong>the</strong> different<br />
sources of legitimisation. However, <strong>the</strong>re is a lack of adequate mechanisms<br />
for this <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands. The wrr has <strong>the</strong>refore formulated a number of<br />
proposals which offer a portfolio of options for mobilis<strong>in</strong>g and re<strong>in</strong>forc<strong>in</strong>g<br />
<strong>the</strong> legitimis<strong>in</strong>g role of national politicians and policy makers. This should<br />
ensure that <strong>the</strong> Ne<strong>the</strong>rlands can cont<strong>in</strong>ue to contribute to vital eu policy<br />
outcomes <strong>in</strong> <strong>the</strong> future. Of particular importance is <strong>the</strong> potential of <strong>the</strong>se<br />
proposals to reach beyond <strong>the</strong> mere <strong>in</strong>stitutional and to genu<strong>in</strong>ely <strong>in</strong>volve<br />
citizens <strong>in</strong> Dutch eu policies. The most important of <strong>the</strong>se proposals are<br />
discussed <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g sections.<br />

7.3.1 <strong>in</strong>troduction<br />
Improved legitimisation of eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands will require a<br />
significant overhaul of <strong>the</strong> communication strategies employed by <strong>the</strong><br />
m<strong>in</strong>isters directly <strong>in</strong>volved, <strong>the</strong> Prime M<strong>in</strong>ister and political spokespersons<br />
as well as of discussions and deliberations <strong>in</strong> Parliament, with<strong>in</strong> <strong>the</strong> various<br />
political parties and <strong>in</strong> <strong>the</strong> media. Only <strong>the</strong>n can politicians and policy<br />
makers genu<strong>in</strong>ely <strong>in</strong>corporate <strong>the</strong> <strong>in</strong>terests and desires of citizens <strong>in</strong> <strong>the</strong><br />
decision-mak<strong>in</strong>g process (representation), and be held accountable for<br />
