hand <strong>the</strong>y have a clearly def<strong>in</strong>ed responsibility to provide <strong>the</strong> public with<br />

impartial <strong>in</strong>formation on <strong>Europe</strong>an issues, and <strong>the</strong>ir relationship with<br />

professional politicians is even of a somewhat ‘symbiotic’ nature. On <strong>the</strong><br />

o<strong>the</strong>r hand, however, <strong>the</strong>y also have <strong>the</strong>ir own specific <strong>in</strong>terests and<br />

considerations which are <strong>in</strong>creas<strong>in</strong>gly market-oriented (Pels 2007: 19-20;<br />

De Vreese 2007). In <strong>the</strong> face of this ambiguous position, it would be both<br />

unproductive and undesirable to make <strong>the</strong> news media directly responsible<br />

for <strong>the</strong> improvement of both <strong>the</strong> quantitative and qualitative media coverage<br />

of eu issues. The requisite <strong>in</strong>centives should <strong>in</strong>deed come from Dutch<br />

politicians <strong>the</strong>mselves. As Kle<strong>in</strong>nijenhuis states: ‘The political logic<br />

requires politicians to anticipate <strong>the</strong> media logic’ (Kle<strong>in</strong>nijenhuis 2003:<br />

177). If politicians provide <strong>the</strong> right <strong>in</strong>centives by respond<strong>in</strong>g more actively<br />

to <strong>the</strong> logic of action, opportunities and possibilities of <strong>the</strong> media, <strong>Europe</strong>an<br />

issues will become a part of everyday journalistic practice. However,<br />

this will require considerable changes <strong>in</strong> <strong>the</strong> way <strong>in</strong> which politicians and<br />

adm<strong>in</strong>istrators have dealt with <strong>Europe</strong>an issues up until now.<br />

6.4 perspectives for politicians and policy makers<br />

In chapters 3 and 4, <strong>the</strong> wrr proposed several measures which might<br />

encourage politicians and policy makers to <strong>in</strong>crease <strong>the</strong> visibility and<br />

substantive profile of <strong>Europe</strong>an issues <strong>in</strong> <strong>the</strong> national political system. Two<br />

of <strong>the</strong>se proposals, namely <strong>the</strong> shift<strong>in</strong>g of <strong>the</strong> overall political responsibility<br />

for eu policy to <strong>the</strong> Prime M<strong>in</strong>ister and <strong>the</strong> preferendum <strong>in</strong>strument,<br />

could, <strong>in</strong> <strong>the</strong> view of <strong>the</strong> wrr, significantly <strong>in</strong>crease <strong>the</strong> newsworth<strong>in</strong>ess<br />

of eu issues.<br />

6.4.1 strategic role for <strong>the</strong> prime m<strong>in</strong>ister<br />

A more visible strategic role for <strong>the</strong> Prime M<strong>in</strong>ister on general government<br />

policy concern<strong>in</strong>g <strong>Europe</strong>an issues may offer <strong>in</strong>terest<strong>in</strong>g opportunities for<br />

<strong>in</strong>creased and improved media coverage on Dutch eu policy. Firstly, it is a<br />

way to personalise and to ‘nationalise’ <strong>Europe</strong>an issues, by literally provid<strong>in</strong>g<br />

Dutch eu policy with a ‘face’. Secondly, it offers an opportunity to l<strong>in</strong>k<br />

‘Brussels’ directly with ‘The Hague’ via <strong>the</strong> Prime M<strong>in</strong>ister, mak<strong>in</strong>g it easier<br />

for <strong>the</strong> media to provide <strong>in</strong>sight <strong>in</strong>to <strong>the</strong> specific Dutch <strong>in</strong>put at <strong>the</strong> <strong>Europe</strong>an<br />

level and <strong>in</strong>to <strong>the</strong> impact of eu policy on Dutch politics and society.<br />

In short, it would make it easier to cover <strong>Europe</strong>an issues as newsworthy, <strong>in</strong><br />

turn mak<strong>in</strong>g <strong>the</strong>m more <strong>in</strong>terest<strong>in</strong>g and appeal<strong>in</strong>g to <strong>the</strong> public. Thirdly, <strong>the</strong><br />

proposed role for <strong>the</strong> Prime M<strong>in</strong>ister offers a way to open up <strong>the</strong> <strong>Europe</strong>an<br />

decision-mak<strong>in</strong>g process to <strong>the</strong> media and <strong>the</strong> public. Journalists would<br />

thus have a s<strong>in</strong>gle po<strong>in</strong>t of access via <strong>the</strong> Prime M<strong>in</strong>ister, to reduce <strong>the</strong> risk of<br />

<strong>the</strong>m becom<strong>in</strong>g entangled <strong>in</strong> what is often perceived as an impenetrable
