citizens. The only th<strong>in</strong>g that happens <strong>the</strong>n is procedural <strong>in</strong>tervention,<br />
which may improve <strong>the</strong> system <strong>in</strong>ternally, but may not contribute to <strong>the</strong><br />
legitimisation of policy. This chapter presents an alternative to this scenario,<br />
which looks for solutions that can elim<strong>in</strong>ate <strong>the</strong> perverse <strong>in</strong>centives<br />
that politicians and adm<strong>in</strong>istrators have which can present obstacles to <strong>the</strong><br />
legitimisation of eu policy. These solutions exploit one or more dimensions<br />
of legitimacy, namely representation, accountability, results and<br />
identification. The wrr will also use this yardstick to evaluate proposals<br />
from o<strong>the</strong>r relevant advisory bodies and authors <strong>in</strong> this context. 1<br />
Actors<br />
The government, Parliament and <strong>the</strong> various political parties are <strong>the</strong> ma<strong>in</strong><br />
actors <strong>in</strong> <strong>the</strong> arena of politics and adm<strong>in</strong>istration (see figure 3.1). The<br />
follow<strong>in</strong>g sections explore <strong>the</strong> possibilities of <strong>the</strong>se actors to contribute to<br />
<strong>the</strong> legitimisation of eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands. While do<strong>in</strong>g so,<br />
however, it is important to bear <strong>in</strong> m<strong>in</strong>d <strong>the</strong> specific <strong>in</strong>terests and positions<br />
that determ<strong>in</strong>e <strong>the</strong> actions of <strong>the</strong>se actors.<br />
