on those proposals deemed politically sensitive by <strong>the</strong> Prioritisation<br />
Committee. 6<br />
3.3.2 direct l<strong>in</strong>k between parliament and european <strong>in</strong>stitutions<br />
The emphasis <strong>in</strong> <strong>the</strong> forego<strong>in</strong>g section has been ma<strong>in</strong>ly on streng<strong>the</strong>n<strong>in</strong>g<br />
<strong>the</strong> legitimis<strong>in</strong>g function of Parliament via <strong>the</strong> activation of m<strong>in</strong>isterial<br />
responsibility. However, direct l<strong>in</strong>ks between mps and <strong>Europe</strong>an <strong>in</strong>stitutions<br />
can also contribute to <strong>the</strong> legitimisation of eu policy (especially <strong>in</strong><br />
<strong>the</strong> area of representation). Greater attention to <strong>the</strong>se l<strong>in</strong>ks would re<strong>in</strong>force<br />
<strong>the</strong> image of <strong>the</strong> eu as a complex, multi level, polycentric and only<br />
partially hierarchical system (Kiiver 2007). This, <strong>in</strong> turn, would require<br />
that national parliaments not to solely focus on m<strong>in</strong>isterial responsibilities,<br />
but also directly engage with <strong>Europe</strong>an <strong>in</strong>stitutions at <strong>the</strong> <strong>Europe</strong>an level<br />
and/or with parliaments <strong>in</strong> o<strong>the</strong>r member states.<br />
The most far-reach<strong>in</strong>g (and most often cited) practical suggestion <strong>in</strong> this<br />
regard is that delegates should be allowed to comb<strong>in</strong>e a mandate for <strong>the</strong><br />
national parliament with a mandate for <strong>the</strong> <strong>Europe</strong>an Parliament (<strong>the</strong> ‘dual<br />

mandate’). The National Convention recently called for <strong>the</strong> re<strong>in</strong>troduction<br />
of <strong>the</strong> dual mandate (Nationale Conventie 2006). This suggestion fits <strong>in</strong><br />
with <strong>the</strong> idea that <strong>the</strong> many adm<strong>in</strong>istrative layers of <strong>the</strong> eu are closely<br />
<strong>in</strong>terrelated, and those <strong>in</strong>terrelationships demand closer attention. Dual<br />
mandates could make national mps more aware of both <strong>the</strong> <strong>Europe</strong>an and<br />
<strong>the</strong> specific national context of specific policy issues. This also offers<br />
opportunities and scope for <strong>the</strong> broaden<strong>in</strong>g of substantive debates and<br />
creat<strong>in</strong>g a forum for richer choices, beyond <strong>the</strong> dichotomous opposition<br />
between <strong>the</strong> eu and <strong>the</strong> Ne<strong>the</strong>rlands. In this way, <strong>the</strong> dual mandate could<br />
streng<strong>the</strong>n <strong>the</strong> representative legitimacy and <strong>in</strong>crease <strong>the</strong> scope for<br />
national mps to call <strong>the</strong> government to account.<br />
However, <strong>the</strong>re are also objections to <strong>the</strong> dual mandate. In <strong>the</strong> first place,<br />
<strong>the</strong>re is <strong>the</strong> issue of <strong>the</strong> wear<strong>in</strong>g of two hats: a Dutch mp has to serve Dutch<br />
<strong>in</strong>terests, while <strong>the</strong> duty of an mep is to serve <strong>Europe</strong>an <strong>in</strong>terests. It is<br />
important that <strong>the</strong> mandate of <strong>the</strong> mps concerned should not become<br />
‘<strong>in</strong>fected’ by <strong>the</strong>ir role as ‘<strong>in</strong>stitutional representatives of <strong>the</strong> Dutch Parliament<br />
<strong>in</strong> <strong>the</strong> <strong>Europe</strong>an Parliament’ (and vice versa). The workload of <strong>the</strong><br />
two positions is such that it is virtually, if not entirely, impossible to<br />
comb<strong>in</strong>e <strong>the</strong> two roles, especially for members of <strong>the</strong> smaller parties.<br />
These and related considerations resulted <strong>in</strong> <strong>the</strong> abandonment of <strong>the</strong> dual<br />
mandate at both <strong>the</strong> <strong>Europe</strong>an and national levels. 7
