<strong>the</strong>ir op<strong>in</strong>ion on <strong>the</strong> eu itself and on <strong>the</strong> pr<strong>in</strong>ciples of eu policy <strong>in</strong> <strong>the</strong><br />

Ne<strong>the</strong>rlands (Aarts and Van der Kolk 2005).<br />

1.2 <strong>the</strong> government request for recommendations<br />

and <strong>the</strong> perspective of <strong>the</strong> wrr<br />

In light of <strong>the</strong> referendum outcome, <strong>the</strong> Dutch government asked <strong>the</strong> wrr<br />

to compile an advisory report on <strong>the</strong> issue of how <strong>the</strong> democratic mandate<br />

for and <strong>the</strong> social embedd<strong>in</strong>g of Dutch eu policy can be streng<strong>the</strong>ned. 1<br />

Several national advisory bodies have published <strong>the</strong>ir reflections on <strong>the</strong><br />

role of <strong>the</strong> eu <strong>in</strong> <strong>the</strong> national adm<strong>in</strong>istration, politics and society. 2<br />

These bodies focussed ma<strong>in</strong>ly on <strong>the</strong> relevant <strong>in</strong>stitutional aspects.<br />

For example, <strong>the</strong> National Convention recently presented suggestions to<br />

streaml<strong>in</strong>e co-operation between <strong>the</strong> government and Parliament on <strong>Europe</strong>an<br />

issues (Nationale Conventie 2006). O<strong>the</strong>r bodies have po<strong>in</strong>ted out<br />

that such measures alone, are probably not enough to engage <strong>the</strong> people.<br />

In its report, <strong>the</strong> Council of <strong>St</strong>ate focused on <strong>the</strong> citizens’ position (Raad<br />

van <strong>St</strong>ate 2005). The government has also asked to take this element <strong>in</strong>to<br />

account <strong>in</strong> its request for recommendations to <strong>the</strong> wrr. The government<br />

presented <strong>the</strong> wrr with two specific questions:<br />

1. ‘… whe<strong>the</strong>r and how – through a better embedd<strong>in</strong>g of <strong>Europe</strong>an decision-mak<strong>in</strong>g<br />

<strong>in</strong> <strong>the</strong> Dutch political process – mak<strong>in</strong>g <strong>Europe</strong>an issues<br />

more political can contribute to bridg<strong>in</strong>g <strong>the</strong> gap that has emerged<br />

between citizens and <strong>Europe</strong>?<br />

2. How can <strong>the</strong> social embedd<strong>in</strong>g of <strong>Europe</strong> <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands be<br />

fostered?’ (Prime M<strong>in</strong>ister 2006).<br />

With its first question, <strong>the</strong> government is request<strong>in</strong>g more <strong>in</strong>sight <strong>in</strong>to <strong>the</strong><br />

process of politicisation from several perspectives, such as <strong>the</strong> relation<br />

between politicisation and engag<strong>in</strong>g greater public support and <strong>the</strong> mutual<br />

relations between government, Parliament and <strong>the</strong> Dutch electorate.<br />

Insights from and experiences <strong>in</strong> o<strong>the</strong>r eu member states can also be <strong>in</strong>corporated.<br />

The government’s second question demands more <strong>in</strong>sight <strong>in</strong>to ‘<strong>the</strong> structural<br />

and cultural variables (and constants) which are relevant for embedd<strong>in</strong>g<br />

and <strong>the</strong> degree to which those variables can be <strong>in</strong>fluenced. The<br />

government wishes to ga<strong>in</strong> <strong>in</strong>sight <strong>in</strong>[to] <strong>the</strong> extent and ways <strong>in</strong> which<br />

various actors <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands can streng<strong>the</strong>n <strong>the</strong>ir ‘<strong>Europe</strong>an role’ and
