streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> legitimacy of dutch eu policy: conclusions and recommendations<br />
<strong>the</strong>ir own accord to <strong>the</strong> embedd<strong>in</strong>g of <strong>Europe</strong> <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands; eu policy<br />
is often too marg<strong>in</strong>al a part of <strong>the</strong>ir regular activities, and those organisations<br />
that are concerned with <strong>Europe</strong> are currently not sufficiently focused<br />
on <strong>the</strong> national political arena. Consequently, politicians and policy makers<br />
are crucial when it comes to lead<strong>in</strong>g <strong>the</strong> political and social embedd<strong>in</strong>g of<br />
<strong>the</strong> eu at <strong>the</strong> national level. It is only if <strong>the</strong>y take on this role <strong>the</strong>mselves,<br />
that <strong>the</strong> news media and civil society will subsequently become mobilised.<br />
And only <strong>the</strong>n will th<strong>in</strong>gs take a turn for <strong>the</strong> better so that <strong>the</strong> media and<br />
civil society organisations will provide more effective l<strong>in</strong>ks between policy<br />
makers and citizens, so that eu policy can become more firmly embedded<br />
<strong>in</strong> Dutch society.<br />
The proposals for streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> social embedd<strong>in</strong>g and legitimacy of<br />
eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands put forward <strong>in</strong> this report offer a portfolio of<br />
<strong>in</strong>struments from which politicians and policy makers may select as <strong>the</strong>y<br />
deem fit. Some, like <strong>the</strong> use of red and green l<strong>in</strong>es as political safeguards,<br />
transform<strong>in</strong>g <strong>the</strong> Subsidiarity Committee <strong>in</strong>to a prioritisation committee<br />
and streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> strategic role of <strong>the</strong> Prime M<strong>in</strong>ister <strong>in</strong> <strong>the</strong> reiz-ea<br />
(Subcommittee currently responsible for <strong>Europe</strong>an affairs), could be<br />
realised with<strong>in</strong> a relatively short period of time. O<strong>the</strong>r <strong>in</strong>struments, such<br />
as <strong>the</strong> <strong>in</strong>troduction of preferenda and <strong>the</strong> creation of constitutional safeguards,<br />
are more radical <strong>in</strong> nature and require extensive political consideration<br />
and debate, partly <strong>in</strong> light of possible reforms at <strong>the</strong> eu level.<br />
Whichever comb<strong>in</strong>ation is chosen and whichever (supplementary) sources<br />
of legitimacy are addressed, it has to be acknowledged that <strong>the</strong>re are no<br />
simple remedies or quick fixes. The dynamic of <strong>Europe</strong>an <strong>in</strong>tegration and<br />
<strong>the</strong> social and political changes <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands demand cont<strong>in</strong>uous<br />
attention for <strong>Europe</strong>an and national processes of democratic and constitutional<br />
legitimisation.<br />
