l<strong>in</strong>es which mark <strong>the</strong> limits of potential eu <strong>in</strong>tervention and which cannot<br />
be crossed by <strong>Europe</strong>an <strong>in</strong>stitutions, national politicians or policy makers.<br />
An <strong>in</strong>terest<strong>in</strong>g example is offered by <strong>the</strong> British government’s approach,<br />
which, <strong>in</strong> <strong>the</strong> run-up to <strong>the</strong> negotiations on <strong>the</strong> Constitutional Treaty <strong>in</strong><br />
2003, adopted a series of red l<strong>in</strong>es <strong>in</strong> <strong>the</strong> areas of taxation, social security,<br />
judicial co-operation, <strong>the</strong> <strong>Europe</strong>an budget and defence. The Prime M<strong>in</strong>ister,<br />
<strong>in</strong> <strong>the</strong> name of <strong>the</strong> British government, even went so far as to declare<br />
that <strong>the</strong> United K<strong>in</strong>gdom would be will<strong>in</strong>g to use its veto power to prevent<br />
fur<strong>the</strong>r <strong>Europe</strong>an co-operation if its demands regard<strong>in</strong>g <strong>the</strong>se red l<strong>in</strong>es<br />
were not met. The red l<strong>in</strong>es <strong>in</strong>volved issues on which uk representatives<br />
could be expected to not make any concessions <strong>in</strong> negotiations. In <strong>the</strong><br />
Ne<strong>the</strong>rlands, <strong>the</strong> Jo<strong>in</strong>t Committee on eu Affairs (Gemengde Commissie<br />
‘<strong>St</strong>ur<strong>in</strong>g eu-aangelegenheden’) has proposed that <strong>the</strong> Ne<strong>the</strong>rlands also<br />
adopt <strong>the</strong>se types of red l<strong>in</strong>es for specific policy issues.<br />
In <strong>the</strong> uk’s case, red l<strong>in</strong><strong>in</strong>g has been highly effective. Their adoption and<br />
sanction<strong>in</strong>g (<strong>in</strong> <strong>the</strong> form of a possible veto aga<strong>in</strong>st <strong>the</strong> Constitutional<br />
Treaty) helped create an image of Prime M<strong>in</strong>ister Tony Blair as a pr<strong>in</strong>cipled,<br />
steadfast and visionary <strong>Europe</strong>an leader with whom British citizens could<br />
identify. The <strong>in</strong>volved politicians and policy makers were thus encouraged<br />
to negotiate with<strong>in</strong> <strong>the</strong> established limits <strong>in</strong> Brussels. The transparency and<br />
visibility of <strong>the</strong> negotiat<strong>in</strong>g framework simplified <strong>the</strong> political debate on<br />
<strong>Europe</strong>, which <strong>in</strong> <strong>the</strong> uk has often also been dom<strong>in</strong>ated by specialists. It<br />
also reduced <strong>the</strong> reticence of many national politicians to discuss <strong>Europe</strong>an<br />
affairs, who up until that po<strong>in</strong>t had not considered <strong>the</strong>mselves equipped to<br />
do so. The red l<strong>in</strong>es also offered an accountability mechanism for politicians<br />
vis-à-vis citizens, <strong>the</strong> media and civil society. As a result, several<br />
newspapers and current affairs programs devoted quite some attention to<br />
<strong>the</strong> negotiat<strong>in</strong>g process and <strong>the</strong> uk’s and specifically Prime M<strong>in</strong>ister Blair’s<br />
role <strong>in</strong> that process. 4 British citizens were <strong>in</strong>formed about <strong>the</strong> steps <strong>the</strong>y<br />
could take at this particular moment <strong>in</strong> <strong>the</strong> <strong>Europe</strong>an <strong>in</strong>tegration process<br />
and <strong>the</strong> role <strong>the</strong> uk played <strong>in</strong> it.<br />

However, a number of critical remarks need to be made regard<strong>in</strong>g red l<strong>in</strong>es.<br />
They are also defensive by nature, at least when – as <strong>in</strong> <strong>the</strong> British case –<br />
<strong>the</strong>y are not accompanied by ‘green l<strong>in</strong>es’, designat<strong>in</strong>g <strong>the</strong> specific topics<br />
on which <strong>the</strong> eu should act. Additionally, <strong>the</strong> personal characteristics<br />
of politicians have been of crucial importance regard<strong>in</strong>g <strong>the</strong> effectiveness<br />
of red l<strong>in</strong>es. Moreover, mechanisms for formal sanctions (e.g., legislative<br />
sanctions) do not exist, and authority thus rests entirely on <strong>the</strong> powers<br />
of persuasion of <strong>the</strong> politicians who employ <strong>the</strong>m. It is also no co<strong>in</strong>cidence<br />
that <strong>the</strong> idea of red l<strong>in</strong>es should be a United K<strong>in</strong>gdom <strong>in</strong>vention; <strong>the</strong> political<br />
and adm<strong>in</strong>istrative atmosphere <strong>the</strong>re made it easier for Tony Blair to
