streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> legitimacy of dutch eu policy: conclusions and recommendations<br />

This requires that policy makers open up <strong>the</strong> system to (new) civil society<br />

organisations that are not part of <strong>the</strong> sectoral policy columns. These<br />

organisations may thus adopt critical attitudes, generate new perspectives<br />

and have better chances to <strong>in</strong>volve <strong>the</strong> media, and thus keep <strong>the</strong> public<br />

authorities ‘on <strong>the</strong>ir toes’. Policy makers would <strong>the</strong>refore need to assess<br />

<strong>the</strong> contribution of <strong>the</strong>se organisations not only on <strong>the</strong> grounds of <strong>the</strong>ir<br />

expertise, <strong>the</strong>ir problem-solv<strong>in</strong>g ability and <strong>the</strong>ir output legitimacy, but<br />

also on <strong>the</strong> grounds of <strong>the</strong> variety of <strong>in</strong>terests and positions represented.<br />

For <strong>the</strong>ir part, civil society organisations may address <strong>the</strong> problem of<br />

fragmentation by pool<strong>in</strong>g <strong>the</strong>ir strengths and creat<strong>in</strong>g broad coalitions<br />

or forums. Their contribution to <strong>the</strong> national decision-mak<strong>in</strong>g process<br />

could <strong>in</strong> time be broadened through participation <strong>in</strong> policy consultations<br />

– <strong>in</strong>clud<strong>in</strong>g via <strong>the</strong> Internet – hear<strong>in</strong>gs or focus groups with a low access<br />

threshold. The open character of such <strong>in</strong>struments could also (<strong>in</strong> contrast<br />

to <strong>the</strong> closed chambers of typical ‘polder <strong>in</strong>stitutions’) streng<strong>the</strong>n <strong>the</strong><br />

public ability to government accountable vis-à-vis <strong>the</strong> community.<br />

In <strong>the</strong> longer term, civil society could thus contribute to <strong>the</strong> legitimisation<br />

of eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands, provided that <strong>the</strong> policy makers are will<strong>in</strong>g.<br />

The wrr recommends that <strong>the</strong> current adm<strong>in</strong>istrative relationship<br />

with civil society be opened up to o<strong>the</strong>r organisations, <strong>in</strong>itiatives and coalitions<br />

beyond <strong>the</strong> conventional civil society organisations.<br />

7.5 conclusion: over to politicians and policy<br />

makers<br />

The negative referendum result prompted <strong>the</strong> Dutch government to seek<br />

<strong>the</strong> advice of <strong>the</strong> wrr on <strong>the</strong> question of whe<strong>the</strong>r (and how), through<br />

improved embedd<strong>in</strong>g of <strong>Europe</strong>an decision mak<strong>in</strong>g <strong>in</strong> <strong>the</strong> Dutch political<br />

process, politicis<strong>in</strong>g <strong>Europe</strong>an issues could contribute to bridg<strong>in</strong>g <strong>the</strong><br />

perceived gap between citizens and <strong>the</strong> eu policies of <strong>the</strong> political and<br />

bureaucratic elites. The government also asked <strong>the</strong> wrr to <strong>in</strong>vestigate how<br />

<strong>the</strong> social embedd<strong>in</strong>g of <strong>Europe</strong> <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands could be promoted. In<br />

that regard, <strong>the</strong> government, among o<strong>the</strong>r th<strong>in</strong>gs, asked for more <strong>in</strong>sight<br />

<strong>in</strong>to <strong>the</strong> structural and cultural variables and constants that are relevant to<br />

this embedd<strong>in</strong>g process; and how <strong>the</strong> different actors <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands<br />

can streng<strong>the</strong>n <strong>the</strong>ir <strong>Europe</strong>an role and <strong>in</strong>crease <strong>the</strong>ir level of social<br />

commitment to <strong>Europe</strong>.<br />

The wrr has extended <strong>the</strong> perspective of <strong>the</strong> government’s request by<br />

study<strong>in</strong>g whe<strong>the</strong>r this gap is <strong>in</strong>dicative of a deeper problem concern<strong>in</strong>g <strong>the</strong><br />

legitimisation of eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands. In itself, <strong>the</strong> existence of a<br />

certa<strong>in</strong> distance between citizens and <strong>Europe</strong> is not problematic, as long as
