be an important source of legitimacy <strong>in</strong> <strong>the</strong> future. After all, <strong>the</strong>re will<br />
always be policy doma<strong>in</strong>s that are characterised by relatively ‘technical’<br />
issues, where <strong>the</strong> envisaged solutions arouse little controversy. In o<strong>the</strong>r<br />
cases, <strong>the</strong> results of eu policy will be no less important, but will have to be<br />
enforced <strong>in</strong> a context of conflict<strong>in</strong>g <strong>in</strong>terests and policy objectives, mak<strong>in</strong>g<br />
pa<strong>in</strong>ful trade-offs unavoidable. Therefore, <strong>the</strong> wrr supports calls that<br />
are made by o<strong>the</strong>r advisory bodies for <strong>the</strong> establishment of a clear political<br />
prioritisation of eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands by both <strong>the</strong> government<br />
and Parliament. To this end, <strong>the</strong> wrr recommends that responsibility<br />
for strategic policy choices be placed explicitly <strong>in</strong> <strong>the</strong> hands of <strong>the</strong> Prime<br />
M<strong>in</strong>ister, and that <strong>the</strong> parliamentary Subsidiarity Committee be transformed<br />
<strong>in</strong>to a prioritisation committee. This would make it possible to<br />
explicitly rely on output legitimisation for those issues which are more<br />
technocratic and politically less sensitive, while still allow<strong>in</strong>g <strong>the</strong> use of<br />
additional sources of legitimisation for politically sensitive issues.<br />

Representation<br />
Ideally, political parties represent <strong>the</strong> views that manifest <strong>the</strong>mselves <strong>in</strong><br />
Dutch society, while Parliament represents <strong>the</strong> Dutch people and <strong>the</strong><br />
government formulates and represents Dutch <strong>in</strong>terests. It is becom<strong>in</strong>g<br />
<strong>in</strong>creas<strong>in</strong>gly important for <strong>the</strong>se actors to assume <strong>the</strong>ir roles on various<br />
<strong>Europe</strong>an issues; which become <strong>in</strong>creas<strong>in</strong>gly politicised and <strong>the</strong>refore<br />
deserve a position with<strong>in</strong> <strong>the</strong> national representative system. A major<br />
element here is <strong>the</strong> offer<strong>in</strong>g of a diversity of views, that appeals to a broad<br />
spectrum of <strong>the</strong> citizens and takes <strong>in</strong>to account <strong>the</strong>ir preferences. Ano<strong>the</strong>r<br />
is to avoid <strong>the</strong> adoption of an overly technical or specialised approach on<br />
<strong>Europe</strong>an issues. Visibility is thus both a prerequisite and an <strong>in</strong>centive to<br />
fulfill<strong>in</strong>g <strong>the</strong> representational role more effectively. Plac<strong>in</strong>g responsibility<br />
for eu policy strategy with <strong>the</strong> Prime M<strong>in</strong>ister could achieve this. The wrr<br />
th<strong>in</strong>ks that this would also underl<strong>in</strong>e <strong>the</strong> close <strong>in</strong>terconnectedness of<br />
national and <strong>Europe</strong>an policy. The Prime M<strong>in</strong>ister would thus acquire visible<br />
responsibility for <strong>the</strong> promotion of <strong>Europe</strong>an <strong>in</strong>terests <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands<br />
and of Dutch <strong>in</strong>terests <strong>in</strong> <strong>Europe</strong>. This would also be <strong>in</strong> l<strong>in</strong>e with <strong>the</strong><br />
<strong>Europe</strong>an reality <strong>in</strong> which <strong>the</strong> <strong>Europe</strong>an Council (of which <strong>the</strong> Prime<br />
M<strong>in</strong>ister is a member) has begun to play an ever-more prom<strong>in</strong>ent role on<br />
<strong>the</strong> political stage. Visibility is not only crucial for <strong>the</strong> government, but<br />
also for Parliament and <strong>the</strong> various political parties, <strong>in</strong> that it would avoid<br />
<strong>the</strong> trap of treat<strong>in</strong>g <strong>Europe</strong>an issues as purely ‘technical’ or specialised<br />
matters.<br />
The visibility of <strong>Europe</strong>an issues and <strong>the</strong> diversity of views <strong>in</strong> Parliament<br />
could be streng<strong>the</strong>ned by transform<strong>in</strong>g <strong>the</strong> recently <strong>in</strong>stalled parliamentary<br />
Subsidiarity Committee <strong>in</strong>to a prioritisation committee. Political choices
