could be transferred from <strong>the</strong> M<strong>in</strong>istry of Foreign Affairs to a position<br />

closer to <strong>the</strong> Prime M<strong>in</strong>ister, as part of <strong>the</strong> M<strong>in</strong>istry of General Affairs.<br />

Whatever mechanism is chosen <strong>in</strong> order to bolster <strong>the</strong> central responsibility<br />

for <strong>the</strong> strategic choices <strong>in</strong> relation to eu policy, it is essential that eu<br />

policy becomes an <strong>in</strong>creas<strong>in</strong>gly important and <strong>in</strong>tegral part of national<br />

policy. Comparable developments have been tak<strong>in</strong>g place <strong>in</strong> o<strong>the</strong>r countries:<br />

<strong>the</strong> French Conseil d’Etat has, for example, recently proposed a strategic<br />

advisory council for <strong>Europe</strong> be set up under <strong>the</strong> aegis of <strong>the</strong> French President<br />

(Conseil d’Etat 2007).<br />

Even with<strong>in</strong> <strong>the</strong> exist<strong>in</strong>g structures, much can be done <strong>in</strong> <strong>the</strong> short term <strong>in</strong><br />

order to streng<strong>the</strong>n this central responsibility. Several proposals have been<br />

put forward to this end, for example, giv<strong>in</strong>g <strong>the</strong> Prime M<strong>in</strong>ister <strong>the</strong> power<br />

to place items on <strong>the</strong> agenda <strong>in</strong> <strong>the</strong> Council of M<strong>in</strong>isters (Raad van <strong>St</strong>ate<br />

2005), a proposal which has already been implemented <strong>in</strong> part (see <strong>the</strong><br />

Explanatory Memorandum to <strong>the</strong> M<strong>in</strong>istry of General Affairs budget<br />

2007). O<strong>the</strong>r suggestions <strong>in</strong>clude <strong>the</strong> creation of m<strong>in</strong>isterial steer<strong>in</strong>g<br />

groups at <strong>the</strong> Cab<strong>in</strong>et level for ‘horizontal’ issues which go beyond <strong>the</strong><br />

responsibilities of <strong>in</strong>dividual departments (such as <strong>the</strong> national eu presidency<br />

and <strong>the</strong> F<strong>in</strong>ancial Perspectives). The actual contribution of <strong>the</strong>se<br />

proposals to <strong>the</strong> streng<strong>the</strong>n<strong>in</strong>g of national eu policy legitimisation has<br />

however been limited to date, even where <strong>the</strong>y have been applied for some<br />

time (such as <strong>the</strong> ‘<strong>St</strong>ate of <strong>the</strong> Union’ that is presented annually to accompany<br />

<strong>the</strong> M<strong>in</strong>istry of Foreign Affairs budget). Consideration could also be<br />

given to <strong>the</strong> notion of streng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> strategic role of <strong>the</strong> Prime M<strong>in</strong>ister<br />

via <strong>the</strong> exist<strong>in</strong>g Cab<strong>in</strong>et subcommittee charged with <strong>Europe</strong>an affairs<br />

(known as <strong>the</strong> reiz-ea Committee). 3<br />

In <strong>the</strong> longer term, <strong>the</strong> need for a central strategy may require more radical<br />

measures. A shake-up of Cab<strong>in</strong>et functions, with <strong>the</strong> position of <strong>the</strong> Prime<br />

M<strong>in</strong>ister be<strong>in</strong>g fur<strong>the</strong>r streng<strong>the</strong>ned, would <strong>the</strong>n be a logical move. After<br />

all, both with<strong>in</strong> <strong>the</strong> Cab<strong>in</strong>et and <strong>in</strong> <strong>the</strong> <strong>Europe</strong>an Council – which is has<br />

become <strong>in</strong>creas<strong>in</strong>gly important as a steer<strong>in</strong>g factor at <strong>the</strong> eu level – <strong>the</strong><br />

Prime M<strong>in</strong>ister carries <strong>the</strong> ultimate political responsibility for Dutch eu<br />

policy. <strong>St</strong>reng<strong>the</strong>n<strong>in</strong>g <strong>the</strong> central strategy function would adequately<br />

reflect <strong>the</strong> preparation, implementation and monitor<strong>in</strong>g of <strong>the</strong> consistency<br />

of <strong>the</strong> government policy’s ma<strong>in</strong> strategic l<strong>in</strong>es with regard to <strong>the</strong> eu. In<br />

this way, <strong>the</strong> Prime M<strong>in</strong>ister, as chair of <strong>the</strong> Cab<strong>in</strong>et, can <strong>the</strong>n focus on <strong>the</strong><br />

development and promotion of <strong>the</strong> ma<strong>in</strong> l<strong>in</strong>es of eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands.<br />

The government would <strong>the</strong>n be send<strong>in</strong>g out a clear signal to citizens,<br />

civil society and <strong>the</strong> media that <strong>the</strong> eu is no longer part of Dutch foreign<br />

policy, but derives its legitimacy <strong>in</strong> part from Dutch political channels of<br />

representation and accountability. This would not affect <strong>the</strong> <strong>in</strong>dividual
