build-up of <strong>Europe</strong>an expertise and support capacity.<br />
While <strong>the</strong> previous chapter demonstrated that a lack of <strong>in</strong>volvement by<br />
Dutch mps is not primarily due to <strong>the</strong>ir <strong>in</strong>ability, but more <strong>the</strong> result of a<br />
deliberate and realistic political judgement. It is often difficult and usually<br />
not that appeal<strong>in</strong>g for politicians to adopt a high profile on <strong>Europe</strong>an<br />
issues. It is essential to acknowledge this because it means that changes <strong>in</strong><br />
<strong>the</strong> <strong>in</strong>stitutions and work<strong>in</strong>g methods of <strong>the</strong> Dutch Parliament will only<br />
lead to greater <strong>in</strong>volvement on <strong>the</strong> part of mps if <strong>the</strong>y have stronger <strong>in</strong>centives<br />
to do so. The challenge is <strong>the</strong>refore to provide national mps with<br />
<strong>in</strong>centives which mobilise <strong>the</strong>m on <strong>Europe</strong>an as well as national issues.<br />
Even <strong>the</strong>n, <strong>the</strong> success of <strong>the</strong> proposals set out below will depend on <strong>the</strong><br />
commitment of those <strong>in</strong>volved. A fur<strong>the</strong>r constra<strong>in</strong>t is that all of <strong>the</strong><br />
proposals will have to fit with<strong>in</strong> <strong>the</strong> parameters of <strong>the</strong> common structures<br />
of <strong>Europe</strong>an decision mak<strong>in</strong>g at <strong>the</strong> eu level.<br />
The first step <strong>in</strong> activat<strong>in</strong>g <strong>the</strong> l<strong>in</strong>k<strong>in</strong>g function of national mps lies <strong>in</strong><br />
substantive issues. This impulse regard<strong>in</strong>g <strong>the</strong> content of dossiers has occasionally<br />
already manifested itself. A political debate did eventually arise <strong>in</strong><br />
<strong>the</strong> Ne<strong>the</strong>rlands regard<strong>in</strong>g <strong>the</strong> possible socio-economic consequences of<br />
<strong>the</strong> Services Directive (Pelkmans and Van Kessel 2007). It is important that<br />
mps, <strong>in</strong> exercis<strong>in</strong>g <strong>the</strong>ir mandate, ensure that full attention is given to <strong>the</strong><br />
wishes, concerns and expectations of Dutch citizens concern<strong>in</strong>g <strong>the</strong><br />
content and results of Dutch eu policy. This is difficult because citizens<br />
not only have high expectations when it comes to eu policy – <strong>in</strong> fields such<br />
as <strong>the</strong> combat<strong>in</strong>g of terrorism and environmental policy – but at <strong>the</strong> same<br />
time <strong>the</strong>y assume that <strong>the</strong> national government will protect <strong>the</strong>m from<br />
what <strong>the</strong>y perceive as eu undesirable <strong>in</strong>terference <strong>in</strong> <strong>the</strong>ir personal lives<br />
(<strong>Europe</strong>an Commission 2006b, <strong>St</strong>andard Eurobarometer 65). A good start<strong>in</strong>g<br />
po<strong>in</strong>t is to tap <strong>in</strong>to <strong>the</strong> experiences of citizens <strong>in</strong> areas where ‘<strong>Europe</strong>’<br />
has already made itself felt <strong>in</strong> all k<strong>in</strong>ds of ways: <strong>the</strong> <strong>Europe</strong> of <strong>the</strong> ‘Polish<br />
plumber’ and <strong>the</strong> tourist, <strong>the</strong> ‘green’ or ‘social’ <strong>Europe</strong>, <strong>the</strong> free market or<br />
‘Fortress <strong>Europe</strong>’. <strong>Europe</strong> has a multitude of mean<strong>in</strong>gs for its citizens,<br />
which politicians could readily access. Moreover, assign<strong>in</strong>g a stronger<br />
strategic role to <strong>the</strong> Prime M<strong>in</strong>ister and offer<strong>in</strong>g a clearer prioritisation and<br />
profil<strong>in</strong>g of substantive <strong>the</strong>mes by <strong>the</strong> government could also provide an<br />
<strong>in</strong>centive for mps to express <strong>the</strong>ir own views and to <strong>in</strong>sist that <strong>the</strong> government<br />
take responsibility for its positions. In this way, Parliament could<br />
function as a platform from which <strong>the</strong> views of <strong>the</strong> citizens on <strong>Europe</strong>an<br />
issues are articulated, which, <strong>in</strong> turn, could re<strong>in</strong>force legitimacy through<br />
representation. This could, moreover, facilitate <strong>the</strong> <strong>in</strong>fluence Parliament<br />
has on <strong>the</strong> outcome of eu policy – though this would require politicians<br />
