1. Is <strong>the</strong>re a problem of decl<strong>in</strong><strong>in</strong>g legitimacy of eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands?<br />
2. If so, how can <strong>the</strong> political and social legitimisation processes of eu policy<br />
<strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands be improved?<br />
The basic assumption regard<strong>in</strong>g <strong>the</strong> improv<strong>in</strong>g of <strong>the</strong>se legitimisation<br />
processes <strong>in</strong> <strong>the</strong> Dutch context, can be found <strong>in</strong> <strong>the</strong> domestic l<strong>in</strong>ks which<br />
can help Dutch citizens relate better to eu policy. Two – prelim<strong>in</strong>ary –<br />
comments are relevant here. Firstly, <strong>the</strong> wrr is not concerned with f<strong>in</strong>d<strong>in</strong>g<br />
remedies which foster public acceptance of exist<strong>in</strong>g Dutch government<br />
eu policies, but <strong>in</strong>stead with remedies that re<strong>in</strong>force <strong>the</strong> legitimacy of<br />
this policy. Put differently, stronger legitimisation may also mean that <strong>the</strong><br />
government f<strong>in</strong>ds itself forced to adapt <strong>the</strong> content and direction of Dutch<br />
eu policy, as a result of greater citizen or civil society <strong>in</strong>put. Secondly, <strong>the</strong><br />
wrr realises that adaptations with<strong>in</strong> <strong>the</strong> Dutch context, as desirable as<br />
<strong>the</strong>y may be, will probably not be enough to actually <strong>in</strong>crease <strong>the</strong> amount<br />
of democratic content regard<strong>in</strong>g eu decision-mak<strong>in</strong>g processes. This<br />
would also require <strong>in</strong>centives and reforms at <strong>the</strong> level of <strong>Europe</strong>an <strong>in</strong>stitutions<br />
and procedures, such as <strong>the</strong> improved co-ord<strong>in</strong>ation of actual <strong>Europe</strong>an<br />
(transnational) political party positions <strong>in</strong> <strong>the</strong> <strong>Europe</strong>an Parliament,<br />
more transparent vot<strong>in</strong>g procedures and deliberation by <strong>the</strong> <strong>Europe</strong>an<br />
Council, a more open election process for choos<strong>in</strong>g <strong>the</strong> president of <strong>the</strong><br />
<strong>Europe</strong>an Commission as well as more decisive control by <strong>the</strong> <strong>Europe</strong>an<br />
Parliament over <strong>the</strong> function<strong>in</strong>g of <strong>the</strong> <strong>Europe</strong>an Commission. 4 In its<br />
recommendations, however, <strong>the</strong> wrr limits itself to proposals for<br />
improvement at <strong>the</strong> national level.<br />

1.3.2 approach and structure of chapters<br />
Actors with<strong>in</strong> <strong>the</strong> national political arena and adm<strong>in</strong>istration (government,<br />
Parliament, political parties and political elites) offer <strong>the</strong> most<br />
natural l<strong>in</strong>k to a nation’s citizens. This is why many proposals to re<strong>in</strong>force<br />
<strong>the</strong> legitimacy of eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands focus on <strong>the</strong>se actors.<br />
However, it is precisely <strong>in</strong> <strong>the</strong> eu policy field where we f<strong>in</strong>d a ‘perverse<br />
<strong>in</strong>centive structure’ which discourages politicians and government<br />
officials from effectively fulfill<strong>in</strong>g this desirable l<strong>in</strong>k<strong>in</strong>g function. The<br />
multilevel structure of <strong>the</strong> eu, re<strong>in</strong>forces <strong>the</strong> tendency of politicians and<br />
government officials to claim <strong>the</strong> benefits of <strong>Europe</strong>an co-operation as<br />
<strong>the</strong>ir own achievements, but disown responsibility for any disadvantages<br />
and/or <strong>the</strong>y simply blame <strong>the</strong>m on ‘Brussels’. Remedies aimed at improv<strong>in</strong>g<br />
<strong>the</strong> function<strong>in</strong>g of politics and adm<strong>in</strong>istration will accord<strong>in</strong>gly have<br />
to be judged primarily on <strong>the</strong> contribution <strong>the</strong>y make <strong>in</strong> break<strong>in</strong>g through<br />
<strong>the</strong>se perverse <strong>in</strong>centives.
