Some fifty years ago, <strong>the</strong> Ne<strong>the</strong>rlands was one of <strong>the</strong> countries which was<br />
actively and wholeheartedly <strong>in</strong>volved <strong>in</strong> <strong>the</strong> <strong>in</strong>ception of what we know<br />
today as <strong>the</strong> <strong>Europe</strong>an Union. In <strong>the</strong> years s<strong>in</strong>ce <strong>the</strong>n, a great deal of energy<br />
has been <strong>in</strong>vested <strong>in</strong> build<strong>in</strong>g ‘<strong>Europe</strong>’; it has been an impressive project<br />
which has achieved major results based on a deeply rooted acknowledgement<br />
of common <strong>in</strong>terests, mutual <strong>in</strong>terdependencies and shared<br />
dest<strong>in</strong>ies. The reward for those efforts has been reconciliation, peace,<br />
human dignity, an <strong>in</strong>ternal market and ris<strong>in</strong>g prosperity for more and more<br />
citizens.<br />
The broaden<strong>in</strong>g and deepen<strong>in</strong>g of <strong>the</strong> <strong>Europe</strong>an project have led to a shift<br />
from what was <strong>in</strong>itially a predom<strong>in</strong>antly ‘diplomatic’ association towards<br />
an <strong>in</strong>creas<strong>in</strong>gly ‘political’ Union. In <strong>the</strong> light of <strong>the</strong>se changes major efforts<br />
have been made, particularly <strong>in</strong> recent decades, to secure a more direct<br />
legitimisation of <strong>Europe</strong>’s <strong>in</strong>stitutions. ‘<strong>Europe</strong>’ has developed <strong>in</strong>to an<br />
adm<strong>in</strong>istrative and political system that is as complex as it is unique, and<br />
which is <strong>in</strong>terwoven <strong>in</strong> a complex fashion with national politics. On closer<br />
reflection, this development has taken place largely as <strong>the</strong> preserve of<br />
well-<strong>in</strong>itiated diplomats, specialists, politicians and stakeholders.<br />

Until <strong>the</strong> ‘no’ vote <strong>in</strong> <strong>the</strong> <strong>Europe</strong>an Constitutional referendum, this project<br />
had been largely <strong>in</strong>visible for <strong>the</strong> citizens of <strong>the</strong> Ne<strong>the</strong>rlands. Where <strong>the</strong>re<br />
was visibility, this ma<strong>in</strong>ly concerned <strong>the</strong> grow<strong>in</strong>g amount of ‘sensitive’<br />
issues such as <strong>the</strong> fur<strong>the</strong>r enlargement of <strong>the</strong> <strong>in</strong>ternal market, <strong>the</strong> Services<br />
Directive, <strong>the</strong> <strong>in</strong>troduction of <strong>the</strong> euro and <strong>the</strong> negotiations with Turkey.<br />
The system was also characterised by ‘perverse <strong>in</strong>centives’: positive results<br />
were quickly sold to <strong>the</strong> public as national success stories, while negative<br />
experiences could be laid without fear of contradiction at <strong>the</strong> doorstep of<br />
an anonymous ‘Brussels bureaucracy’.<br />
The research and analysis that is presented <strong>in</strong> this report of <strong>the</strong> Scientific<br />
Council for Government Policy (one of <strong>the</strong> rare reports that <strong>the</strong> Council<br />
has written upon request by <strong>the</strong> Dutch Government) suggests that <strong>the</strong><br />
rejection of <strong>the</strong> Constitutional Treaty can be expla<strong>in</strong>ed to a large extent<br />
from <strong>the</strong> fact that <strong>the</strong> unfold<strong>in</strong>g politicisation of <strong>the</strong> <strong>Europe</strong>an level has<br />
not been adequately recognised or digested at <strong>the</strong> level of national political<br />
<strong>in</strong>stitutions. This situation will have to change if a last<strong>in</strong>g legitimisation<br />
of <strong>Europe</strong> <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands is to be achieved. The Council shows <strong>in</strong> this<br />
report that national politicians, <strong>the</strong> media and civil-society organisations<br />
