<strong>the</strong> media makes it less likely that a public debate will arise. Taken toge<strong>the</strong>r,<br />

<strong>the</strong>se trends re<strong>in</strong>force <strong>the</strong> impression that <strong>Europe</strong> is a phenomenon which<br />

is largely ‘imposed’ upon national politicians and citizens aga<strong>in</strong>st <strong>the</strong>ir<br />

wills. Despite <strong>the</strong> relatively high level of support that still exists for <strong>the</strong> eu<br />

<strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands, Dutch eu policy is <strong>in</strong> danger of runn<strong>in</strong>g up aga<strong>in</strong>st<br />

<strong>in</strong>creas<strong>in</strong>g legitimacy problems as a result.<br />

<strong>Europe</strong>an <strong>in</strong>tegration has been traditionally a matter reserved for <strong>the</strong> ‘technocratic’<br />

ra<strong>the</strong>r than <strong>the</strong> ‘political’ elites, who never<strong>the</strong>less achieved major<br />

results by play<strong>in</strong>g <strong>the</strong> game accord<strong>in</strong>g to <strong>the</strong> rules of diplomacy and <strong>in</strong>ternational<br />

law. They could rely on economic and legal <strong>in</strong>struments to realise<br />

this process. The results achieved formed <strong>the</strong> basis for <strong>the</strong> legitimacy of <strong>the</strong><br />

<strong>in</strong>tegration process that was as natural as it was vulnerable. This technocratic<br />

orientation can be easily expla<strong>in</strong>ed by <strong>the</strong> dom<strong>in</strong>ant <strong>in</strong>put of experts<br />

from <strong>the</strong> political, adm<strong>in</strong>istrative and functional elites <strong>in</strong> Brussels and <strong>the</strong><br />

member states. It is, above all, <strong>the</strong>se experts, toge<strong>the</strong>r with a small circle of<br />

politicians, senior civil servants, lobbyists and highly educated <strong>in</strong>dividuals,<br />

who are able to identify with <strong>the</strong> idea of <strong>Europe</strong> as an embodiment of ‘ever<br />

closer ties between <strong>the</strong> peoples of <strong>Europe</strong>’ (Preamble to ec and eu Treaty).<br />

Despite this, <strong>the</strong> legitimisation of eu policy <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands through <strong>the</strong><br />

processes of representation and accountability is relatively weakly developed.<br />

In <strong>the</strong> first place, <strong>the</strong> complex methods of eu decision mak<strong>in</strong>g lead to<br />

situations where elected national mps often end up distanc<strong>in</strong>g <strong>the</strong>mselves<br />

from active <strong>in</strong>volvement <strong>in</strong> this ‘layered’ policy process. This is easily<br />

expla<strong>in</strong>ed by <strong>the</strong> often highly technical content of <strong>Europe</strong>an issues and <strong>the</strong><br />

lack of media attention for <strong>the</strong>m. This has a negative impact on <strong>the</strong> <strong>Europe</strong>an<br />

debate <strong>in</strong> national politics, ma<strong>in</strong>ly because any such debate generally<br />

takes place at a later stage <strong>in</strong> <strong>the</strong> process and <strong>the</strong>refore has less relevance.<br />

Moreover, this vacuum gives rise to a perverse <strong>in</strong>centive structure which<br />

tempts politicians to claim <strong>Europe</strong>an political successes as purely <strong>the</strong>ir own<br />

achievements whilst push<strong>in</strong>g <strong>the</strong> blame for political problems on to ‘Brussels’.<br />

Secondly, <strong>the</strong> <strong>Europe</strong>an Parliament cannot be said to have a full mandate.<br />

This is both a cause and a consequence of <strong>the</strong> fact that few electors bo<strong>the</strong>r<br />

to vote at elections for <strong>the</strong> <strong>Europe</strong>an Parliament. Those elections, like <strong>the</strong><br />

local elections <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands, also primarily reflect <strong>the</strong> national political<br />

landscape. This is fur<strong>the</strong>r exacerbated by <strong>the</strong> fact that <strong>the</strong>re has to date<br />

been a lack of a strong, programmatic party political focus on <strong>Europe</strong>an<br />

issues. In contrast to federal systems, <strong>the</strong>re is no eu government which
