on eu policy go beyond <strong>the</strong> question of whe<strong>the</strong>r <strong>the</strong> eu is <strong>the</strong> appropriate<br />

place for <strong>the</strong> development of policy. A prioritisation committee would<br />

more adequately reflect <strong>the</strong> complex reality of <strong>Europe</strong>an co-operation,<br />

with its varieties of policy doma<strong>in</strong>s, <strong>in</strong>strumentation and relations<br />

between <strong>the</strong> actors. Connect<strong>in</strong>g to citizens beg<strong>in</strong>s with <strong>the</strong> political parties<br />

that are able to make <strong>the</strong>ir first ‘ga<strong>in</strong>s’ with positions on <strong>Europe</strong>an issues<br />

that match <strong>the</strong>ir profiles. The challenge for <strong>the</strong>se parties is <strong>the</strong>n to be<br />

<strong>in</strong>volved <strong>in</strong> more than just <strong>the</strong> traditional debate of ‘more’ or ‘less’ <strong>Europe</strong><br />

but also <strong>in</strong> <strong>the</strong> formulation of appeal<strong>in</strong>g answers to topical questions such<br />

as ‘What k<strong>in</strong>d of <strong>Europe</strong> do we want?’<br />

Accountability<br />

To date, <strong>the</strong> Ne<strong>the</strong>rlands has always promoted <strong>Europe</strong>an accountability<br />

mechanisms, and partly as a result, it has devoted little attention to<br />

national accountability mechanisms for <strong>Europe</strong>an issues at <strong>the</strong> national<br />

level. As members of <strong>the</strong> Council of M<strong>in</strong>isters, government m<strong>in</strong>isters are<br />

part of <strong>the</strong> <strong>Europe</strong>an legislature, but <strong>the</strong> Council is not accountable to o<strong>the</strong>r<br />

<strong>in</strong>stitutions at <strong>the</strong> <strong>Europe</strong>an level. Because <strong>the</strong> government is accountable<br />

to <strong>the</strong> Dutch Parliament on <strong>Europe</strong>an issues, <strong>the</strong> wrr proposes that <strong>the</strong><br />

activities of <strong>the</strong> parliamentary Prioritisation Committee be l<strong>in</strong>ked to a<br />

parliamentary scrut<strong>in</strong>y reserve. This would mean that <strong>the</strong> government<br />

would be required to await <strong>the</strong> outcome of parliamentary debates before<br />

adopt<strong>in</strong>g def<strong>in</strong>itive positions <strong>in</strong> <strong>the</strong> Brussels decision mak<strong>in</strong>g process. By<br />

l<strong>in</strong>k<strong>in</strong>g <strong>the</strong> outcomes of <strong>the</strong> parliamentary debate directly to <strong>the</strong> Dutch<br />

<strong>in</strong>put <strong>in</strong> <strong>the</strong> <strong>Europe</strong>an decision mak<strong>in</strong>g process <strong>in</strong> this way, an ex ante<br />

accountability mechanism would be created. This is all <strong>the</strong> more important<br />

because <strong>the</strong> traditional ex post accountability mechanisms are less suited<br />

to amend<strong>in</strong>g <strong>Europe</strong>an legislation once it has been adopted. The strategic<br />

function of <strong>the</strong> Prime M<strong>in</strong>ister that we mentioned earlier also has great<br />

potential as an accountability mechanism, s<strong>in</strong>ce it enables Parliament to<br />

call <strong>the</strong> Prime M<strong>in</strong>ister to account for <strong>the</strong> strategic <strong>in</strong>put of <strong>the</strong> Ne<strong>the</strong>rlands<br />

at <strong>the</strong> <strong>Europe</strong>an level.<br />

Identification<br />

Initiat<strong>in</strong>g processes <strong>in</strong> which citizens can identify more closely with <strong>the</strong> eu<br />

is ma<strong>in</strong>ly a matter for <strong>the</strong> longer term and is someth<strong>in</strong>g that is virtually<br />

impossible for actors from <strong>the</strong> national political and adm<strong>in</strong>istrative echelons<br />

to enforce (see also wrr 2007). Whe<strong>the</strong>r or not this happens depends<br />

<strong>in</strong> part on factors such as <strong>the</strong> role of ‘<strong>Europe</strong>’ <strong>in</strong> education, <strong>the</strong> question of<br />

whe<strong>the</strong>r Dutch citizens trust <strong>the</strong> citizens of o<strong>the</strong>r member states (Prast<br />

2007) and <strong>the</strong> degree to which <strong>the</strong>y benefit from <strong>the</strong> eu and are actually<br />

aware of it. The contribution of national politicians and adm<strong>in</strong>istrators lies<br />

primarily <strong>in</strong> <strong>the</strong> creation of a fruitful breed<strong>in</strong>g ground for such identifica-
