ediscover<strong>in</strong>g europe <strong>in</strong> <strong>the</strong> ne<strong>the</strong>rlands<br />

future to accept <strong>the</strong> legitimacy of new <strong>Europe</strong>an policies . At least for <strong>the</strong><br />

time be<strong>in</strong>g, this is also <strong>the</strong> only way of to establish a basis whereby Dutch<br />

citizens can more readily identify with <strong>the</strong> eu.<br />

Thus <strong>the</strong> legitimis<strong>in</strong>g role of national politicians and policymakers needs to<br />

be streng<strong>the</strong>ned considerably. This report conta<strong>in</strong>s proposals for <strong>the</strong> development<br />

of parameters to help achieve this. These proposals are firstly<br />

aimed at mak<strong>in</strong>g <strong>the</strong> legitimisation of eu policy a regular and <strong>in</strong>tegral part<br />

of <strong>the</strong> activities of <strong>the</strong> various actors. Secondly, <strong>the</strong> proposals are <strong>in</strong>tended<br />

to go beyond <strong>the</strong> black-and-white oppositions which tend to dom<strong>in</strong>ate <strong>the</strong><br />

public debate (‘more’ versus ‘less’ <strong>Europe</strong>; ‘Dutch’ <strong>in</strong>terests versus ‘<strong>Europe</strong>an’<br />

<strong>in</strong>terests), as <strong>the</strong> legitimisation of eu policy often demands political<br />

choices of a different k<strong>in</strong>d.<br />

The first requirement to this end with<strong>in</strong> <strong>the</strong> doma<strong>in</strong> of politics and adm<strong>in</strong>istration<br />

is that government <strong>in</strong>volvement at <strong>the</strong> <strong>Europe</strong>an level be much<br />

less driven by <strong>the</strong> <strong>in</strong>ternal ‘logic’ of policy doma<strong>in</strong>s and trails <strong>in</strong> <strong>the</strong> wake<br />

of <strong>Europe</strong>an developments to a lesser extent than at present. The key is to<br />

strongly prioritise <strong>Europe</strong>an <strong>the</strong>mes and at <strong>the</strong> same time create a more<br />

robust and more anticipatory political control system. The government<br />

must be able to identify <strong>the</strong> <strong>Europe</strong>an issues that are crucial for <strong>the</strong> Dutch<br />

political arena at an early stage, to <strong>the</strong>n weigh those issues and f<strong>in</strong>ally,<br />

adopt a position on <strong>the</strong>m. This requires a clear allocation of political<br />

responsibilities. The <strong>in</strong>fluence of <strong>the</strong> Prime M<strong>in</strong>ister is an important<br />

element <strong>in</strong> this process. The legitimis<strong>in</strong>g role that political parties and <strong>the</strong><br />

Dutch Parliament play should also be streng<strong>the</strong>ned. Political prioritisation<br />

is also important for <strong>the</strong>se actors, as well. In order to streng<strong>the</strong>n <strong>the</strong> role of<br />

Parliament, <strong>the</strong> wrr recommends that parliamentary activities relat<strong>in</strong>g to<br />

high priority eu policy proposals be l<strong>in</strong>ked to parliamentary scrut<strong>in</strong>y ak<strong>in</strong><br />

to <strong>the</strong> British model.<br />

In addition, new types of safeguards could make a valuable contribution to<br />

<strong>the</strong> legitimisation of eu policy. In this connection, <strong>the</strong> wrr recommends<br />

<strong>the</strong> <strong>in</strong>clusion of two safeguards <strong>in</strong> <strong>the</strong> Dutch Constitution: a clear but<br />

general formulation of <strong>the</strong> values and key objectives which <strong>the</strong> Ne<strong>the</strong>rlands<br />

seeks to achieve through its eu membership, and an explicit formulation<br />

of <strong>the</strong> key elements of national identity that <strong>the</strong> Ne<strong>the</strong>rlands will seek to<br />

promote and protect with<strong>in</strong> <strong>the</strong> eu. Incorporat<strong>in</strong>g such safeguards <strong>in</strong> <strong>the</strong><br />

Constitution first requires a fundamental political debate about <strong>the</strong> desired<br />

nature and direction of <strong>the</strong> eu and <strong>the</strong> Ne<strong>the</strong>rlands’ role with<strong>in</strong> <strong>the</strong> eu.<br />

As a corollary to this, <strong>the</strong> wrr also recommends that <strong>the</strong>se safeguards be<br />

subjected to constitutional review <strong>in</strong> order to offer an additional safeguard<br />

to citizens. This also offers a supplementary accountability mechanism.
