tion processes. In order to do this, <strong>the</strong>y must <strong>the</strong>mselves assume responsibility<br />
for play<strong>in</strong>g <strong>the</strong> role of a l<strong>in</strong>k and not an obstacle. If politicians and<br />
public adm<strong>in</strong>istrators improve <strong>the</strong> legitimisation of eu policy via <strong>the</strong> more<br />
consistent representation and accountability of <strong>the</strong>ir choices and standpo<strong>in</strong>ts,<br />
citizens will be able to develop knowledge, awareness and a certa<strong>in</strong><br />
familiarity with <strong>Europe</strong>an issues, which will enable <strong>the</strong>m to identify more<br />
readily with <strong>Europe</strong> <strong>in</strong> <strong>the</strong> longer term. Obviously, <strong>the</strong> question of whe<strong>the</strong>r<br />
this will actually happen is not someth<strong>in</strong>g that politicians can control, but<br />
this should not be a reason for not try<strong>in</strong>g to contribute to citizens identify<strong>in</strong>g<br />
with <strong>Europe</strong>.<br />

Politicians and public adm<strong>in</strong>istrators can also stimulate this by portray<strong>in</strong>g<br />
Dutch participation <strong>in</strong> <strong>the</strong> eu <strong>in</strong> more appeal<strong>in</strong>g ways. It has several times<br />
been observed <strong>in</strong> this report that <strong>Europe</strong>an co-operation is a complex and<br />
multi-layered affair. Citizens accord<strong>in</strong>gly f<strong>in</strong>d it difficult to identify with<br />
<strong>the</strong> eu as a political system and are understandably susceptible to doomsday<br />
images of a <strong>Europe</strong>an ‘superstate’ (Crum 2007b). Here aga<strong>in</strong>, <strong>the</strong>re is<br />
an important role for adm<strong>in</strong>istrators and politicians, as well as for a more<br />
politically visible strategic role for <strong>the</strong> Prime M<strong>in</strong>ister.<br />
To date, <strong>the</strong> national level has been neglected <strong>in</strong> <strong>the</strong> context of <strong>the</strong> legitimisation<br />
of eu policy and this <strong>the</strong>refore needs to be rediscovered. This chapter<br />
has discussed a number of options toward this aim. For <strong>the</strong> wrr, <strong>the</strong><br />
most important th<strong>in</strong>g is that <strong>the</strong> various routes help to enable politicians<br />
and public adm<strong>in</strong>istrators to improve <strong>the</strong>ir contribution to <strong>the</strong> legitimisation<br />
of eu policy; <strong>the</strong> precise structur<strong>in</strong>g of <strong>the</strong>se proposals may however<br />
vary. At <strong>the</strong> same time, <strong>the</strong> obstacles to overcome rema<strong>in</strong> particularly<br />
persistent. Therefore, <strong>the</strong> options outl<strong>in</strong>ed <strong>in</strong> this chapter are a necessary<br />
but possibly <strong>in</strong>sufficient condition for a stronger eu policy legitimacy<br />
process . Bear<strong>in</strong>g this <strong>in</strong> m<strong>in</strong>d, <strong>the</strong> follow<strong>in</strong>g chapters focus firstly on<br />
different constitutional and democratic traditions and subsequently on<br />
actors outside of <strong>the</strong> political and adm<strong>in</strong>istrative arena, and address <strong>the</strong><br />
question of how <strong>the</strong>se traditions and actors may contribute to eu policy<br />
legitimisation <strong>in</strong> <strong>the</strong> Ne<strong>the</strong>rlands.
