“Qualifying families” means elderly or disabled families or families receiving supportive<br />

services, where at least one family member is receiving at least one qualifying supportive<br />

service.<br />

These supportive services may include, but are not necessarily limited to:<br />

After school programs<br />

Youth leadership development programs<br />

Training and job readiness programs<br />

GED preparation and literacy<br />

Case management<br />

Personal finance and household budget counseling<br />

Day care services to enable parents to work or attend school<br />

Site Selection Standards<br />

Project-based voucher assistance at a selected site will be consistent with the goal of<br />

deconcentrating poverty and expanding housing and economic opportunities consistent with<br />

24CFR Part 983. The site will be suitable for facilitating and furthering compliance with all<br />

Civil Rights and Section 504 regulations. The site will also meet HQS site standards.<br />

Award of Project-based Voucher Assistance Contracts<br />

The PHA shall give prompt written notice of such selection to the party that submitted the<br />

proposal and prompt public notice of such selection.<br />

HAP Contract Amendments<br />

At the discretion of the PHA and provided that the 25 percent cap and 20 percent of authorized<br />

budget authority are not exceeded, a HAP contract may be amended during the three-year period<br />

immediately following the execution date of the HAP contract to add additional PBV contract<br />

units in the same project and/or substitute a different unit with the same number of bedrooms in<br />

the same project for a previously covered contract unit. The amendment is subject to all PBV<br />

requirements, including compliance with HQS and determination of rent reasonableness, except<br />

that a new PBV RFP is not required. The anniversary and expiration dates of the HAP contract<br />

for the additional units must be the same as the anniversary and expiration dates of the HAP<br />

contract term for the PBV units originally placed under HAP contract.<br />

Even if contract units are placed under the HAP contract in stages commencing on different<br />

dates, there is a single annual anniversary for all contract units under the HAP contract.<br />

New Construction and/or Rehabilitated Units<br />

If the PHA chooses to select a project for rental assistance through the PBV program that<br />

includes newly constructed or rehabilitated housing, the PHA will comply with Federal<br />

regulations included in 24 CFR 983 Subpart D, Requirements for Rehabilitated and Newly<br />

Constructed Units.<br />
