another person; and in the course of, or as a result of, such following, pursuit, surveillance, or<br />

repeatedly committed acts, to place a person in reasonable fear of the death of, or serious bodily<br />

injury to, or to cause substantial emotional harm to that person; the spouse or intimate partner of<br />

that person, or a member of the immediate family of that person.<br />

SUBSIDIZED PROJECT. A multi-family housing project (with the exception of a project owned<br />

by a cooperative housing mortgage corporation or association) which receives the benefit of<br />

subsidy in the form of:<br />

Below-market interest rates pursuant to Section 221(d)(3) and (5) or interest reduction payments<br />

pursuant to Section 236 of the National <strong>Housing</strong> Act; or<br />

Rent supplement payments under Section 101 of the <strong>Housing</strong> and Urban Development Act of<br />

1965; or<br />

Direct loans pursuant to Section 202 of the <strong>Housing</strong> Act of 1959; or<br />

Payments under the Section 23 <strong>Housing</strong> Assistance Payments Program pursuant to Section 23 of<br />

the United States <strong>Housing</strong> Act of 1937 prior to amendment by the <strong>Housing</strong> and Community<br />

Development Act of 1974;<br />

Payments under the <strong>HCVP</strong> <strong>Housing</strong> Assistance Payments Program pursuant to <strong>HCVP</strong> of the<br />

United States <strong>Housing</strong> Act after amendment by the <strong>Housing</strong> and Community Development Act<br />

unless the project is owned by a Public <strong>Housing</strong> Agency;<br />

A Public <strong>Housing</strong> Project.<br />

SUBSIDY STANDARDS. Standards established by a PHA to determine the appropriate number<br />

of bedrooms and amount of subsidy for families of different sizes and compositions.<br />

SUBSTANDARD UNIT. Substandard housing is defined by HUD for use as a federal<br />

preference.<br />

SUSPENSION/TOLLING. Stopping the clock on the term of a family's voucher, for such period<br />

as determined by the PHA, from the time when the family submits a request for PHA approval to<br />

lease a unit, until the time when the PHA approves or denies the request. If the PHA decides to<br />

allow extensions or suspensions of the voucher term, the PHA administrative plan must describe<br />

how the PHA determines whether to grant extensions or suspensions, and how the PHA<br />

determines the length of any extension or suspension<br />

TARGETED FUNDING. Program funding for special category families such as Welfare to<br />

Work, Family Unification, VASH and disability vouchers..<br />
