A payment to the owner for rent to owner under the family's lease.<br />

An additional payment to the family if the total assistance payment exceeds the rent to owner.<br />

The additional payment is called a "utility reimbursement" payment.<br />

HOUSING ASSISTANCE PAYMENTS CONTRACT. (HAP contract). A written contract<br />

between a PHA and an owner in the form prescribed by HUD headquarters, in which the PHA<br />

agrees to make housing assistance payments to the owner on behalf of an eligible family.<br />

HOUSING ASSISTANCE PLAN. (1) A <strong>Housing</strong> Assistance <strong>Plan</strong> submitted by a local<br />

government participating in the Community Development Block Program as part of the block<br />

grant application, in accordance with the requirements of 570.303(c) submitted by a local<br />

government not participating in the Community Development Block Grant Program and<br />

approved by HUD. (2) A <strong>Housing</strong> Assistance <strong>Plan</strong> meeting the requirements of 570.303(c)<br />

submitted by a local government not participating in the Community Development Block Grant<br />

Program and approved by HUD.<br />

HOUSING CHOICE VOUCHER PROGRAM. A program where HUD pays rental subsidies so<br />

eligible families can afford decent, safe, and sanitary housing and which is administered by State<br />

or local government entities called public housing agencies (PHAs). HUD provides housing<br />

assistance funds to the PHA. In the voucher program, the subsidy is based on a local “payment<br />

standard” that reflects the cost to lease a unit in the local housing market.<br />

HOUSING QUALITY STANDARDS (HQS). The HUD minimum quality standards for housing<br />

assisted under the tenant-based programs.<br />

HUD. The Department of <strong>Housing</strong> and Urban Development.<br />

HUD REQUIREMENTS. HUD requirements for the <strong>HCVP</strong> programs. HUD requirements are<br />

issued by HUD headquarters as regulations. Federal Register notices or other binding program<br />

directives.<br />

IMMEDIATE FAMILY MEMBER. a spouse, parent, brother or sister, or child of that person, or<br />

an individual to whom that person stands in loco parentis any other person living in the<br />

household of that person and related to that person by blood or marriage.<br />

IMPUTED ASSET. Asset disposed of for less than Fair Market Value during two years<br />

preceding examination or reexamination.<br />

IMPUTED INCOME. HUD passbook rate x total cash value of assets. Calculation used when<br />

assets exceed $5,000.<br />
