Space may be provided for a child who is away at school but who lives with the family during<br />
school recesses.<br />
Space will not be provided for a family member, other than a spouse, who will be absent most of<br />
the time, such as a member who is away in the military.<br />
Single person families shall be allocated one bedroom units.<br />
Two children under age four will share a bedroom.<br />
C. EXCEPTIONS TO SUBSIDY STANDARDS [24 CFR 982.403(a) & (b)]<br />
The PHA shall grant exceptions from the subsidy standards if the family requests and the PHA<br />
determines the exceptions are justified by the relationship, age, sex, health or disability of family<br />
members, or other individual circumstances.<br />
The PHA will grant an exception upon request as an accommodation for persons with<br />
disabilities. Circumstances may dictate a larger size than the subsidy standards permit when<br />
persons cannot share a bedroom because of a need, such as a verified medical or health reason,<br />
or elderly persons, or persons with disabilities who may require a live-in attendant.<br />
Changes for Applicants/Participants<br />
For new participants at the time of initial voucher issuance, and for any participant in his/her first<br />
year of contract, the PHA will only allow a move in the first year of the contract for medical<br />
reasons. Documentation from a medical professional and verification of the landlord’s<br />
agreement to rescind the lease must be provided for such a request to be considered.<br />
Requests based on health related reasons must be verified by a doctor/medical professional/social<br />
service professional.<br />
PHA Error<br />
If the PHA errs in the bedroom size designation, the family will be issued a voucher of the<br />
appropriate size.<br />
Changes in Family Composition<br />
The members of the family residing in the unit must be approved by the PHA. The PHA will<br />
only approve additions to the household due to birth, marriage, adoption and court-awarded<br />
custody. Acceptable documentation of court-awarded custody is limited to :<br />
1) court documents;<br />
2) applicable page of divorce decree showing custody;<br />
3) letter from a social service agency indicating placement of the child.<br />
On a case-by-case basis, a minor child may be added to the family composition, if the minor<br />
resides with an adult member of the household pursuant to the written permission of the minor<br />
