The residency preference is required to accommodate families in <strong>Cuyahoga</strong> County in need of<br />

safe decent and affordable housing as evidenced by the 2010 American Community Survey –<br />

One Year Estimates, which states that the percentage of families and people whose income in the<br />

past 12 months is below the poverty level is 14.5% for all families.<br />

The residency preference will not have the purpose or effect of delaying or otherwise denying<br />

admission to the program based on the race, color, ethnic origin, gender, religion, disability or<br />

age of any member of the applicant family. The preference will not be based on how long an<br />

applicant has resided or worked in <strong>Cuyahoga</strong> County.<br />

Acceptable documentation of <strong>Cuyahoga</strong> County residency or employment must be provided at<br />

the time of the full application.<br />

This preference is only applicable to waiting lists established in 2011 or after. Any prior waiting<br />

list will be completely exhausted in accordance with the waiting list policy as outlined in the<br />

2010 <strong>Admin</strong>istrative <strong>Plan</strong> prior to the <strong>Cuyahoga</strong> County Residency Preference being<br />

implemented.<br />

Intergenerational <strong>Housing</strong> Project-Based Site-Based Waiting List Preference: This<br />

preference applies to project-based applicants who are adults 55 years of age and older with legal<br />

custody of one or more minor children, who are applying to reside in a designated building.<br />

Eligible applicants will be assigned 10 preference points on the project-based site-based waiting<br />

list for the specific property to which they apply.<br />

Permanent Supportive <strong>Housing</strong> Project-Based Site-Based Waiting List Preference: This<br />

preference applies to chronically homeless applicants. A chronically homeless applicant is an<br />

unaccompanied individual with a disabling condition, or an adult member of a homeless family<br />

who has either been continuously homeless for one year or more, or has had at least four<br />

episodes of homelessness in the past three years. Eligible applicants will be assigned 10<br />

preference points on the project-based site-based waiting list for the specific property to which<br />

they apply.<br />

Single Room Occupancy (SRO) Moderate Rehabilitation Site-Based Waiting List<br />

Preference: This preference applies to homeless applicants. Homeless applicants are those who<br />

are sleeping in shelters or in places not meant for human habitation, such as cars, parks,<br />

sidewalks, or abandoned buildings. This includes persons who ordinarily sleep in one of the<br />

above places but are spending a short time (30 consecutive days or less) in a hospital or other<br />

institution. Persons will also be considered to be homeless if 1.) they are being evicted within<br />

the week from dwelling units or are persons being discharged within the week from institutions<br />

in which they have been residents for more than 30 consecutive days; and 2.) no subsequent<br />

residences have been identified; and 3.) they lack the resources and support networks needed to<br />

obtain access to housing. A person is homeless if, without assistance, they would have to spend<br />

the night in a shelter or in a place not meant for human habitation. Eligible applicants will be<br />
