The PHA may at any time deny program assistance for an applicant, or terminate program<br />

assistance for a participant, for any of the following grounds:<br />

The PHA may deny program assistance for an applicant if any family member violated<br />

any family obligation under the program under 24 CFR 982.551 up to three years before<br />

the admission decision. The PHA may terminate program assistance for a participant if<br />

any family member violates any family obligation under the program under 24 CFR<br />

982.551 during the period of the family’s current participation. See 24 CFR 982.553<br />

concerning denial or termination of assistance for crime by family members.<br />

The PHA prohibits admission to the program of an applicant for three years from the date<br />

of eviction if a household member has been evicted from Federally assisted housing.<br />

Admission may be denied if the PHA has terminated assistance under the program for<br />

any member of the family three years prior to the admission decision.<br />

Assistance may be denied or terminated if any member of the family has committed<br />

fraud, bribery, or any other corrupt or criminal act in connection with any Federal<br />

housing program.<br />

Families will be informed of any debt owed to this PHA at the time of the full<br />

application. If the family currently owes rent or other amounts to the PHA or to another<br />

PHA in connection with <strong>HCVP</strong> or public housing assistance under the 1937 Act,<br />

admission may be denied or terminated. The PHA will admit applicants with<br />

existing/current repayment agreements. However, debts not previously under agreement<br />

must be paid in full at the time of application.<br />

An exception may be made for disabled families owing a debt to this PHA. As a reasonable<br />

accommodation, such families may be permitted to enter into a repayment agreement with this<br />

PHA so they may participate in the <strong>HCVP</strong>.<br />

If the family has not reimbursed any PHA for amounts paid to an owner under a HAP contract<br />

for rent, damages to the unit, or other amounts owed by the family under the lease, assistance<br />

may be denied or terminated.<br />

If the family breaches an agreement with the PHA to pay amounts owed to the PHA, or amounts<br />

paid to an owner by a PHA, assistance may be terminated. (The PHA, at its discretion, may offer<br />

a family the opportunity to enter an agreement to pay amounts owed to the PHA or amounts paid<br />

to an owner by a PHA. The PHA may prescribe the terms of the agreement.)<br />

If a family participating in the Family Self Sufficiency (FSS) program fails to comply without<br />

good cause, with the family’s FSS contract of participation assistance may be terminated.<br />
