The United States Housing Act of 1937 (42 U.S.C. 1437 et seq.) ADMINISTRATIVE PLAN. The HUD required written policy of the PHA governing its administration of the HCVP tenant-based programs. The Administrative Plan and any revisions must be approved by the PHA's board and a copy submitted to HUD as a supporting document to the PHA Plan. ABSORPTION. In portability, the point at which a receiving PHA stops billing the initial PHA for assistance on behalf of a portability family. The receiving PHA uses funds available under the receiving PHA consolidated ACC. ACC RESERVE ACCOUNT (Formerly “Project Reserve”). Account established by HUD from amounts by which the maximum payment to the PHA under the consolidated ACC (during a PHA fiscal year) exceeds the amount actually approved and paid. This account is used as the source of additional payments for the program. ADA. Americans with Disabilities Act of 1990 (42 U.S.C. 12101 et seq.) ADJUSTED INCOME.
