Occupancy<br />
The PHA will maintain a general Project-Based Voucher Waiting List, except in the case of<br />
projects serving special segments of the population, in which case a site-based PBV waiting list<br />
will be maintained by the PHA. The opening and closing of the waiting lists will follow the<br />
process described in Chapter 3.<br />
When a PBV unit becomes available, the PHA will refer the first program eligible family from<br />
the appropriate waiting list after verifying the family’s interest in the PBV housing and after<br />
providing a briefing to the family<br />
All available project-based voucher units will be leased by persons referred from the Project-<br />
Based Voucher Waiting List(s). Owners of PBV properties can refer applicants to the PHA for<br />
placement onto a PBV waiting list when the Project-Based Voucher Waiting List is open.<br />
The general PBV waiting list may be opened by bedroom size if the number of families on this<br />
PBV waiting list is insufficient to promptly refer a sufficient number of families, eligible for that<br />
bedroom size, to the owner(s) to fill the vacancies of units currently under PBV contract.<br />
Site-based waiting list(s) may remain open with a preference identified for the segment of the<br />
population served by the property. The pre-application for the PBV site-based waiting list(s)<br />
will be used to determine the preference placement on the waiting list. The family must be<br />
qualified as eligible under the rules of the <strong>HCVP</strong> when the name rises to the top of the waiting<br />
list. If the family does not qualify as eligible, the name will be withdrawn from the site-based<br />
waiting list.<br />
When the PHA is notified of a vacancy at a PBV property with a site-based waiting list, it will<br />
send voucher-eligible referrals from the site-based waiting list to the property owner. The PHA<br />
will contact the first eligible family on the site-based list in need of the appropriate bedroom size<br />
and refer the family to the owner. If the family refuses the unit, the family will be notified to<br />
inform the PHA whether or not they wish to be withdrawn from the PBV site-based waiting list.<br />
It is the owner’s responsibility to screen the referred family for tenancy suitability. If the owner<br />
does not offer the family the vacant unit, the owner must document the reason for the refusal to<br />
accept the family on a form provided by the PHA. If the family does not meet tenancy suitability,<br />
the family will be withdrawn unless there are comparable units (same bedroom size) under other<br />
PBV contracts utilizing the same waiting list.<br />
Vacancies<br />
When identified in the project-based contract, and requested by the owner within 14 calendar<br />
days of the vacancy, the PHA will provide vacancy payments for periods up to 30 days in an<br />
amount not to exceed one month’s <strong>Housing</strong> Assistance Payment (HAP). In order to be eligible<br />
for vacancy payments, the owner must:<br />
Not be at fault for the vacancy<br />
Work diligently to avoid or minimize the length of any vacancies<br />
Provide prompt notification of vacancies. (i.e. this must take place as soon as an owner<br />
