VII. CHAPTER 7-VERIFICATION PROCEDURES [24 CFR Part 5, Subparts B, D, E<br />

A. INTRODUCTION<br />
HUD requires PHAs to use the EIV system in its entirety to verify tenant employment and<br />
income information during mandatory reexaminations of family composition and income.<br />
Applicants and program participants must provide true and complete information to the PHA<br />
whenever information is requested. The PHA's verification requirements are designed to<br />
maintain program integrity. This chapter explains the PHA's procedures and standards for<br />
verification of preferences, income, assets, allowable deductions, family status, and changes in<br />
family composition. The PHA will obtain proper authorization from the family before requesting<br />
information from independent sources.<br />
B. METHODS OF VERIFICATION AND TIME ALLOWED [24 CFR<br />
982.516]<br />
The PHA will verify information through the six methods of verification acceptable to HUD in<br />
the following order:<br />
6. Upfront Income Verification – Enterprise Income Verification (EIV)<br />
5. Upfront Income Verification – (non-HUD systems) (UIV)<br />
4. Written Third Party Verification – (Tenant Provided Documentation)<br />
3. Written Third Party Verification – (Traditional Third Party)<br />
2. Oral Third Party Verification<br />
1. Tenant Declaration<br />
For applicants, income verifications may not be more than 60 days old at the time of voucher<br />
issuance. For participants, tenant provided documents should be dated within the last 60 days of<br />
the reexamination interview date. Pay stubs should be current and consecutive.<br />
Upfront Income Verification – (UIV) Levels 6/5<br />
The verification of income before or during a family reexamination, through the HUD mandated<br />
EIV system which systematically and uniformly maintains income information in computerized<br />
form for a number of individuals.<br />
Upfront Income Verification – (UIV) Level 5<br />
The verification of income before or during a family reexamination, through an independent<br />
source that systematically and uniformly maintains income information in computerized form for<br />
a number of individuals.<br />
