the PHA determines that it does not have sufficient funding to provide continued assistance.<br />

The PHA may require the family to complete additional Homeownership counseling prior to<br />

moving to a new unit with continued assistance under the Homeownership Option.<br />

Denial or Termination of Assistance (24 CFR 982.638)<br />

Termination of Homeownership Assistance is governed by the policies for the <strong>Housing</strong> Choice<br />

Voucher Program contained in Chapter 15 of the <strong>Admin</strong>istrative <strong>Plan</strong>. However, the provisions<br />

of 24 CFR 982.551 (c) through (j) are not applicable to Homeownership. The PHA may deny or<br />

terminate Homeownership Assistance if the family violates or has violated any family obligation<br />

under HUD-52649 Statement of Homeowner Obligations.<br />

The PHA will terminate Homeownership Assistance if the family is dispossessed from the home<br />

due to a judgment or order of foreclosure.<br />

The family is responsible for the full amount of the mortgage to the lender when the family’s<br />

income exceeds the PHA’s income limits.<br />

After the maximum term becomes applicable, the participant will be withdrawn from the<br />

program, unless the family is otherwise eligible to receive Homeownership Assistance.<br />

The PHA will not permit such a family to move with voucher rental assistance.<br />

The PHA will terminate Homeownership Assistance if the family violates any of the family<br />

obligations in 24 CFR 982.638.<br />

The family is responsible for the full amount of the mortgage to the lender when the family’s<br />

portion under the Homeownership Program equals or exceeds the mortgage payments. At the<br />

title transfer, if the subsidy amount is zero, the family will be graduated from the <strong>HCVP</strong>.<br />

All Homeowners entering into a zero HAP homeownership purchase will automatically graduate<br />

from the HVCP. The 180 day zero HAP period does not apply.<br />
