contractual agreement between the PHA and the Family specifying the rights and responsibilities<br />

of each party. It does not constitute admission to the program which occurs when the lease and<br />

contract become effective.<br />

Expirations<br />

Certified eligible applicants will be issued a voucher with an initial term of 60 days. At<br />

the PHA’s discretion, for reasons defined on page 8-6 and documented by the family, the<br />

PHA will consider one additional 60 day extension.<br />

Participants (voucher holders under contract aka “movers”) will be issued a 120-day<br />

voucher at a Mover’s Briefing. Participants whose contracts have cancelled for reasons<br />

beyond the control of the family will be issued 120 day voucher from the date the<br />

contract canceled depending on the date the participant attends the Movers Briefing. If a<br />

participant does not attend a Movers Briefing timely, the voucher term will commence<br />

from the date the contract cancelled. If the participant does not receive a voucher and/or<br />

submit an RFTA before the expiration date of the voucher, the family will be withdrawn<br />

and will not be entitled to an informal hearing.<br />

Suspensions (Tolling)<br />

When a Request for Tenancy Approval is received, the PHA will freeze the number of days on<br />

the term of the voucher while the request is being processed.<br />

Extensions<br />

Extensions are permissible at the discretion of the PHA primarily for these reasons:<br />

1) Extenuating circumstances such as hospitalization or a family emergency for an extended<br />

period of time which has affected the family's ability to find a unit within the initial sixtyday<br />

period. Verification is required.<br />

2) If the family was prevented from finding a unit due to disability accessibility<br />

requirements or large size (three or more) bedroom unit requirement.<br />

3) Families that have been making a reasonable, good faith effort to find an appropriate unit,<br />

but have been unable to find a unit within the initial 60-day term.<br />

Assistance to Voucher Holders<br />

Families who require additional assistance during their search may call the PHA office to request<br />

assistance. Voucher holders will be notified at their briefing session that the PHA periodically<br />

updates the listing of available units and how the updated list may be obtained.<br />

The PHA will operate in compliance with 24 CFR 8.28.<br />

In those instances when a family assisted under the <strong>HCVP</strong> Program becomes divided into two<br />

otherwise eligible families due to divorce, legal separation, or the division of the family, and the<br />
