The following are examples of types of program funding that may be designated by HUD for<br />

families living in a specified unit type:<br />

<br />

A family displaced because of demolition or disposition of a Public or Indian <strong>Housing</strong><br />

project;<br />

A family residing in a multifamily rental housing project when HUD sells, forecloses or<br />

demolishes the project;<br />

For housing covered by the Low Income <strong>Housing</strong> Preservation and Resident<br />

Homeownership Act of 1990;<br />

A family residing in a project covered by a project-based HAP contract at or near the end<br />

of the HAP contract term or the owner opts-out or pre-pays;<br />

Applicants, who are admitted under Special Admissions, rather than from the waiting list, are<br />

identified by codes in the automated system and are not maintained on separate lists.<br />

D. OTHER ADMISSIONS<br />

Relocating Public <strong>Housing</strong> Resident Admissions: When HUD does not award special funding<br />

for <strong>CMHA</strong> public housing residents relocating because of demolition or disposition of public<br />

housing units, relocating residents may be offered <strong>Housing</strong> Choice Vouchers. When this occurs,<br />

the waiting list will be opened in accordance with the requirements enumerated in Chapter 3.<br />

Gateway: The PHA will make up to 1,308 vouchers available for tenant-based assistance for<br />

families engaged with Gateway Advisory Board (GAB) member agencies. GAB is a group of<br />

agencies representing social service providers who serve disabled families.<br />

The PHA will advertise the opening and closing of the waiting list for the Gateway program in<br />

accordance with the requirements enumerated in Chapter 3. When vouchers are available for the<br />

Gateway program, Gateway families will be assigned preference points in accordance with this<br />

chapter of the <strong>Admin</strong>istrative <strong>Plan</strong>, and issued a voucher, if eligible. When a family is selected<br />

for the Gateway program, the PHA will search its voucher waiting list to determine whether the<br />

family’s name is already on the waiting list. If the referred family’s name is already on the PHA<br />

waiting list, its name will be removed when it receives a voucher through the Gateway program,<br />

and the family will be counted against the 1,308 vouchers.<br />

Victims of Natural Disasters: The PHA may open its waiting list for victims of natural<br />

disasters. The PHA will announce the opening of the waiting list for victims of natural disasters<br />

in accordance with the requirements enumerated in Chapter 3.With proper documentation,<br />

families who are victims of a natural disaster are eligible to be added to the waiting list and<br />

receive a waiting list preference of 40 points. Natural disasters include, but are not limited to<br />
