Request for Proposals and selection process will be required, and an independent third party will<br />

be identified by the PHA and approved by HUD to conduct rent determinations and HQS<br />

inspections.<br />

Use of HUD VASH Vouchers for Project-Based Voucher Contracts: At the request of the local<br />

VA Medical Center (VAMC), HUD-VASH vouchers may be allocated to Project-Based voucher<br />

contracts at the time a PBV contract is executed, with the approval of the PHA. The PHA will<br />

not combine HUD-VASH vouchers with regular Project-Based vouchers to provide assistance<br />

under the same contract. A PBV contract funded with HUD-VASH vouchers will follow this<br />

<strong>Admin</strong>istrative <strong>Plan</strong> in all respects except where waivers or alternative requirements have been<br />

determined by HUD.<br />

Over-housed, under-housed, and accessible units (983.259)<br />

If a family is occupying either a wrong-sized unit or one with accessibility features that the<br />

family does not require, and the unit is needed by a family that requires those accessibility<br />

features, the PHA is responsible for notifying the family and the owner of this determination, and<br />

the PHA must offer continued assistance in another unit.<br />

Continued assistance after moving from the unit could include:<br />

Tenant-based rental assistance<br />

In the situation where <strong>CMHA</strong> offers the family the opportunity to receive tenant-based rental<br />

assistance under the Voucher Program, <strong>CMHA</strong> must terminate the housing assistance for the<br />

wrong-sized or accessible unit at expiration of the term of the family’s voucher (including any<br />

extension that may be granted).<br />

E. HOMEOWNERSHIP [24 CFR 982.625]<br />

The Homeownership option is used to assist a family residing in a home purchased and owned<br />

by one or more members of the family. The PHA maintains a Homeownership <strong>Plan</strong> that provides<br />

detailed procedures on Homeownership Program operations.<br />

The PHA must approve a live-in aide if needed as a reasonable accommodation so that the<br />

program is readily accessible to and usable by persons with disabilities.<br />

Participants in the Family Self Sufficiency Program (FSS) with an escrow balance that meets or<br />

exceeds the minimum savings requirement shall receive a priority for participation in the<br />

Homeownership Program. FSS participants who become participants in the program are<br />

graduated from the FSS Program at the end of the month of the transfer of title on the new home.<br />

Eligibility Requirements [24 CFR 982.627]<br />

The family must meet all of the requirements listed below before the commencement of<br />

Homeownership assistance:<br />

Eligible applicants for the <strong>HCVP</strong> Homeownership Program must have completed an<br />

initial <strong>HCVP</strong> lease term, may not owe <strong>CMHA</strong> or any other <strong>Housing</strong> Authority an<br />

outstanding debt, and must meet the other eligibility criteria set forth in this<br />
