children listed on the family composition that have been permanently removed from the<br />

household or removed due to placement in foster care.<br />

Minor children permanently removed from the household or placed in foster care more<br />

than twelve consecutive months, will not be considered members of the household and<br />

are not entitled to housing subsidy (e.g., a bedroom allocation) under PHA subsidy<br />

standards. Minor children residing in the subsidized unit must be under the custody or<br />

guardianship of an adult household member residing in the subsidized unit in order to<br />

receive housing subsidy, unless the head of household is participating in a family<br />

reunification program with respect to the minor child. The PHA may request verification<br />

of the family reunification status.<br />

Remaining family members of a deceased head of household must notify the PHA and<br />

request transfer of the voucher within a period of thirty (30) days from the date of death.<br />

Absence of Entire Family [24 CFR 982.312]<br />

These policy guidelines address situations when the family is absent from the unit, but has not<br />

moved out of the unit. In cases where the family has moved out of the unit, the PHA will<br />

terminate assistance in accordance with appropriate termination procedures contained in this<br />

<strong>Plan</strong>.<br />

Families are required both to notify the PHA before they move out of a unit and to give the PHA<br />

information about any family absence from the unit.<br />

If it is determined that the entire family is absent from the unit, the PHA will not continue<br />

assistance payments.<br />

HUD regulations require the PHA to terminate assistance if the entire family is absent from the<br />

unit for a period of more than 180 consecutive calendar days.<br />

“Absence" means that no family member is residing in the unit.<br />

In order to determine if the family is absent from the unit, the PHA may:<br />

Write letters to the family at the unit<br />

Telephone the family at the unit<br />

Interview neighbors<br />

Verify if utilities are in service<br />

Check with the post office<br />

Visit the unit<br />

A person with a disability may request an extension of time as an accommodation, provided that<br />

the extension does not go beyond the HUD-allowed 180 consecutive calendar day’s limit.<br />
