Modifications<br />

Modifications or adaptations to a unit due to a disability must meet all applicable HQS<br />

requirements.<br />

H. VERIFICATION OF COMPLETED VIOLATIONS<br />

1) HQS Inspector Certification-The verification of completed violations cited in the HQS<br />

inspection will be primarily achieved through a physical inspection conducted by the<br />

inspector. The inspector must see the completed work in order to pass the inspection.<br />

The inspector must consider work-in-progress and or verbal commitments to complete<br />

the work in the future as a failed inspection.<br />

2) Owner Certification-The verification of completed violations cited in the HQS<br />

inspection may be certified as completed by the owner under some circumstances. The<br />

owner’s certification must include a paid invoice itemizing the work and the date the<br />

work was completed, and/or a picture with time and date stamp of the completed cited<br />

item(s), and/or a notarized document stating the date the cited item(s) were completed.<br />

The decision to allow for an owner’s certification and which documents will be required<br />

and acceptable is at the discretion of the inspection Manager or designee. The owner’s<br />

certification will be used to support the date of completion of the violation and will<br />

normally be accompanied by a physical inspection by an inspector.<br />

3) Tenant Certification-The verification of completed violations cited in the HQS<br />

inspection may be certified as completed by the tenant under some circumstances. The<br />

tenant’s certification must include a paid invoice itemizing the work and the date the<br />

work was completed, and or a picture with time and date stamp of the completed cited<br />

item(s), and/or a notarized document stating the date the cited item(s) were completed.<br />

Emergency inspections allow for a verbal response via the telephone, from the tenant,<br />

acknowledging the existence or completion of the cited item(s). The decision to allow<br />

for a tenant’s certification and which documents will be required and acceptable is at the<br />

discretion of the inspection Manager or designee. The tenant’s certification will be used<br />

to support the date of completion of the violation and will normally be accompanied by a<br />

physical inspection by an inspector.<br />

I. [24 CFR 982.404(a)]<br />

An emergency is defined as a violation which threatens life, health or safety.<br />

If the emergency repair item(s) are not corrected in the time period required by the PHA (within<br />

24 hours), and the owner is responsible, the <strong>Housing</strong> Assistance Payment will be abated and the<br />

HAP contract will be subsequently terminated if the unit remains in disrepair.<br />
